The County of Riverside's Department of Public Social Services (DPSS), Facilities Data & Analysis (FDA) , is seeking to fill a Administrative Services Officer position located in Riverside. The Administrative Services Officer will manage the day-to-day operations for the Facilities Data & Analysis unit.
This position will be responsible for monitoring, reporting, auditing, and assessing space utilization throughout the dept. This position will also be responsible for working with County Facilities Management on monitoring and negotiating DPSS lease terms and determining required tenant improvements. This includes monitoring and reconciling various facilities related project budgets. The incumbent will also serve as the Department Telework Coordinator working with the division coordinators and other staff to manage Telework Agreements and Applications, while reconciling telework statuses across multiple databases to support space management and DPSS space utilization standards. This position will require occasional travel to onsite locations through out the County of Riverside, including Blythe.
The most competitive candidates will have experience in space management and project management, knowledge of how budgets work, strong relationship building/communication, and intermediate to advanced experience in Microsoft Excel. Experience with Adobe Illustrator and/or AutoCAD is a plus.
- Resolve varied administrative problems and direct work in accounting, budget preparation and control, lease negotiation.
- Oversee budget documents for administrative review;
- Interview and recommend on employment of job applicants.
- Make cost and procedures studies of services and maintenance operations and make changes to promote more efficient production; develop production standards.
- Revise procedures and manuals and direct the instruction in their use.
- Confer with representatives of other agencies in County departments on administrative, fiscal, and budgetary reports.
- Implementation of DPSS space utilization standards which includes management monitoring and compliance.
- Space Requests and MOU development for shared space with other departments
- Facility Project Intake (RFIs), assessments, research, assignment, and escalations
- Provide various facilities utilization reports and data collection for Fiscal claiming, and monthly vacancy.
- Prepare annual CIP reports, Insurance Allocation Reports, and support the Facilities 5-year Strategic plan.
- Monthly Executive Reports, Ad-hoc reports, space usage / assessment reports, Monthly Unit reports
- Support the annual development and monitoring of the DPSS Facilities budget.
- Project support and implement, lead various small to medium scale facility related projects.
- Manage the DPSS Facility GIS application, conduct audits, research, and data validation/standardization.
- Support or lead facility related policy reviews and provide recommendations.
- Act as DPSS Facilities SME in all things space related, vacancy/occupancy trends, reporting, proposals, space utilization.
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: Three years in an administrative or staff capacity, which included at least one year of supervisory experience in at least two of the following areas: gathering and compiling facts and statistics to evaluate program effectiveness and recommend program revisions; preparing and maintaining a program budget or maintaining and controlling the fiscal recordkeeping functions and systems in a department, division, unit, or company; coordinating and conducting studies of administrative and operational activities including fiscal operations, purchasing, equipment usage, staffing patterns, work flow and space utilization or contract monitoring and administration. (Completion of graduate level courses from an accredited college or university in accounting, public or business administration, or finance may substitute for up to two years of the non-supervisory experience on the basis of 12 semester or 24 quarter units equaling six months of the required experience.
Knowledge of: The principles and practices of public or business administration, organizational analysis, and fiscal and personnel management; budget preparation and control; contract administration and control; principles and practices of supervision.
Ability to: Analyze administrative problems, reach practical and logical conclusions, and put effective solutions into practice; develop cooperative working relationships; plan, organize and direct the work of others; prepare clear and concise reports.
