INTERN - Administrative Services Department
$16.00 - $25.00 per hour

The City of Mission Viejo is accepting applications for the position of Intern from qualified applicants. There is one (1) vacancy within the Finance Division of the Administrative Services Department located inside City Hall.
Interns are considered at-will Hourly, Seasonal, and/or Temporary variable hour employees, and are not a part of the competitive service. An internship is a temporary position that does not lead to regular City employment.
Incumbents will work a flexible schedule, with an average of 10 to 20 hours per week, with increased scheduling during peak workload periods, but less than 1,000 hours during the assignment through the fiscal year starting July 1st and ending June 30th. Scheduled hours will be between 8:00 am and 5:00 pm, Monday through Friday. The schedule will vary depending on the needs of the City and the availability of the intern. The eligibility list established for this recruitment may be used by the City to fill future Intern vacancies.
Internships with the City of Mission Viejo offer college students an array of opportunities that complement academic studies, enhance career growth, and foster personal development. Interns assist managers and professional staff with special projects, research and analytical assignments, client/constituent services, community outreach, technical/scientific support, and day-to-day program activities.


The Administrative Services Department manages all of the financial, human resources and risk management affairs of the City. The overall goal of the financial management function is to preserve and promote the long-range fiscal health of the City. Financial management responsibilities include: developing financial policies and monitoring compliance; coordinating the long-range financial planning and two-year budget efforts of the City; monitoring revenues; billing, collecting, investing and disbursing all funds; accounting, financial reporting and serving as liaison to the City's external auditors; overseeing the City's de-centralized purchasing activities; coordinating the issuance of debt and managing outstanding debt; overseeing the financial information software (Tyler Munis) with assistance from the Information Technology department; providing financial services to the Community Development Financing Authority (CDFA), Housing Authority, and the Successor Agency; and providing staff support to the City's Investment Advisory Commission (IAC).KEY RESPONSIBILITIES INCLUDE
  • For inventory, the duties/responsibilities will include: site visits, taking pictures of assets, documenting and updating capital asset records in Tyler Munis, contacting and coordinating with departments during the inventory process as well as documenting and following up on additions, disposals, and surplus items.
  • For Construction in Progress, the duties/responsibilities will include updating CIP Invoice Summaries and following up with respective departments on invoices and documents pertaining to the projects.
  • For GASB 96 Implementation, the duties/responsibilities will include downloading GL details to excel and saving supporting documentation like invoices and contracts for further review.
  • Additional duties might include researching and reconciling deposits, updating workbooks and policy writing.

IDEAL CANDIDATE
  • Knowledge of methods and techniques of research, analysis, and report preparation;
  • Enrollment in or completion of lower division college coursework that emphasizes data entry skills and analytical skills;
  • Techniques for providing a high level of customer service to public and City staff, in person and over the telephone;
  • Experience in the use of Microsoft Office software and the ability to learn Tyler Munis software systems; and
  • Attention to detail with strong analytical and communication skills are expected.
Knowledge of:
  • Basic principles of municipal government management.
  • Basic budgetary methods and practices.
  • Methods and techniques of research, statistical analysis, and report preparation.
  • Standard office practices and procedures, including the use of standard office equipment, record keeping, business mathematics, and basic computer applications related to the work.
  • Techniques of dealing with individuals of various ages and from various socio-economic groups and for effectively representing the City in contacts with users and the community.
  • Techniques for providing a high level of customer service to public and City staff, in person and over the telephone.
  • English usage, spelling, grammar, and punctuation.
  • General principles of risk management related to the functions of the assigned area.
  • Safe driving principles and practices.
  • Safe work practices.

Skill in:
  • Learning to interpret the policies and procedures of the assigned department.
  • Learning and understanding the organization and operation of the assigned department and of outside agencies as necessary to assume assigned responsibilities.

QUALIFICATIONS
Graduation from high school with current enrollment at a college or university in pursuit of an associate's degree or professional certificate with a major course of study in finance, accounting, public administration, business administration, or a field related to the specific position assignment.
TIME COMMITMENT
Interns must be able to commit to 10-20 hours per week Monday through Fridays for a minimum of 3 months. This internship will last for approximately 3 months.
