Duties

This position is located in the Immediate Office, Office of Acquisitions Management (OAM), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The purpose of the Office of Acquisitions Management (OAM) is to acquire and ensure the supply of goods and services for the House at the best possible value. This position serves as Team Lead, Acquisitions Operations
Key responsibilities include managing the purchasing team, including monitoring and evaluating effectiveness and providing technical direction and guidance as needed; and exercising contracting officer signature authority as defined by Delegation of Authority to approve certain contractual actions.
Primary Duties/Responsibilities:
• Monitors, evaluates, and assesses purchasing and contracts team effectiveness and activities; develops recommendations for continuous improvement.
• Ensures that all information and materials provided to House offices, vendors, or bidders are accurate, up-to-date, and understandable.
• Provides guidance to acquisitions staff on appropriate methods for gathering, analyzing, and interpreting data/information.
• Acts as a contracting officer, up to specified dollar levels. Exercises contracting officer signature authority as defined by Delegation of Authority to approve certain contractual actions.
• Assists the acquisitions staff in their negotiations with contractors for the best price, terms, and conditions or participates in such negotiations as required.
• Ensures that official contract files are complete and accurate.
• Assigns work to team members based on priorities, difficulty of assignments, and capabilities of employees; provides technical oversight of work on a continuous basis.
• Monitors and keeps apprised of the day-to-day activities of the acquisitions staff and keeps the Acquisition Leadership informed of ongoing activities as well as areas of concern.
• Maintains knowledge of automated procurement software/systems and explores technology solutions.
• Provides professional support to the Acquisition Leadership in the execution of his/her duties and responsibilities.
• Develops and maintains internal controls to ensure proper safeguards and stewardship over House capital.
• Analyzes acquisition and contract administration functions and procedures; assists in designing any proposed improvements thereto.
• Partners with House Information Resources (HIR) departments to evaluate automated solutions; serves as module analyst regarding proposed software solutions.
• Functions as a resource person for program officials, staff, the CAO, and the CHA on all aspects of contracting.
• Provides leadership to the Acquisition Staff team for formation and administration of major competitive House procurements conducted by the OAM.
• Provides assistance to program offices and staff in the preparation of procurement plans and on all aspects of contract formation to include solicitation, source selection, and contract documents, and the review, analysis, and technical evaluation of bids or proposals.
• Prepares and presents information and/or briefings to stakeholders as needed; interprets and translates complex analyses and clearly articulates assumptions and recommendations.
Identifies opportunities for volume purchases, blanket purchase agreements, and software site licenses.

Qualifications
• Bachelor's degree and/or training in accounting, business, finance, law, contracts, purchasing, economics, marketing, or a related discipline preferred.
• Minimum 5 years of experience in the procurement field.
• Knowledge, Skill, and Ability (KSA) and Competency Requirements:
• In-depth professional working knowledge of current procurement concepts, methods, techniques, policies, and regulations.
• Knowledge of and ability to use procurement systems/software.
• Knowledge of acquisitions regulations (Federal Acquisition Regulations or equivalent).
• Knowledge of fiscal year requirements.
• Knowledge of and ability to apply accounting rules.
• Ability to manage vendors and maintain knowledge of available vendors, products, services, and prices.
• Ability to manage records and databases and prepare reports.
• Skill in training.
• Ability to reconcile data and conduct cost comparisons.
• Knowledge of contract types, methods, and techniques.
• Analytical skill and ability to review and evaluate contractor proposals/bids.
• Knowledge of financial management principles and practices.
