Job Description
JMA Solutions has an opportunity available for a fulltime Acquisition Analyst supporting the FAA (Federal Aviation Administration). The person in this position will be responsible for the planning, preparing, and maintaining of acquisition and contract documents, management plans, and overall program office acquisition administration functions to include program control and tracking. Provides advice and assistance to functional area technical experts (COR and Program offices) on contractual matters in the acquisition planning stages based on a working knowledge of policy and regulation. This position is located in Washington, D.C.
Duties include, but not limited to:

  • Supplies technical expertise to SWIM Acquisition Lead
  • Provides advice and assistance to functional area technical experts (COR and Program offices) on contractual matters in the acquisition planning stages based on a working knowledge of regulation policy
  • Responsible for assisting with the development of writing performance criteria and requirements into sound/sufficient Statement of Work and or Task Orders
  • Assists with the development of source selection evaluation criteria
  • Coordinates and work with the technical experts and the contracting office on acquisition matters
  • Preparing of Statements of Work (SOW), Statements of Objective (SOO), Performance-Based Work Statements (PWS) and other requirements documents
  • Assist program office in coordinating and developing documents required for successful Investment Analysis Decision Points (DPs)
  • Support development of schedules to complete an specific Investment Analysis Decision, showing engineering tasks, acquisition tasks, and JRC Checklist coordination tasks
  • Researching and drafting specifications and standards
  • Developing Performance Measures
  • Support meetings with JRC Checklist stakeholders by preparing briefings, developing minutes, and tracking action items to closure
  • Assist in review of artifacts by Program Office managers, stakeholders, and the Investment Analysis and Planning (IP&A) organization
  • Provide expertise that specifically supports a liaison between the JRC team members and the System Engineering organization, resulting in well-defined requirements appropriate to the DP
  • Preparing Screening Information Request
  • Providing senior level consultation and recommendations
  • Coordinating requirements documents
  • Support coordination between the JRC team members, including engineering, cost analysts, benefits analysts, and schedulers
  • Completing pre-award documents, such as, Determinations and Findings, Justifications and Approvals and other contract file documents
  • Assisting with source selection evaluations and developing supporting documentation. This may include assisting with preparation of Source Selection Plans & Evaluation criteria, evaluation sheets, and Source Selection Decision Memorandum
  • Preparing Request for Quotes (RFQs), Request for Offers (RFOs), Task Orders, and recommending unique terms and conditions
  • Working with evaluators and the FAA Contracting Officer (CO) to identify pre-negotiation objectives and assist the PO in communicating with the CO during discussions with Offerors
  • Conducting market research and identify potential sources and contract vehicles
  • Conducting and documenting market surveys and research
  • Documenting small business capabilities and preparing FAA Contract Opportunities (FAACO) and other electronic posting announcements
  • Preparing supporting documentation for exercise of options, modifications, and the resolution of performance problems

  • Maintaining contract file
  • Maintaining contract management plans
  • Understanding and experience with Federal Acquisition Regulations (FAR)
  • Experience supporting large Information Technology contracts
  • Federal Government Experience
  • Proficient in MS Office (Word, PowerPoint, Excel)
  • Strong organization and communication skills

Desired Skills
  • Understanding and experience with FAA AMS
  • Experience with FAA NAS programs
  • Access database experience

EDUCATION: Bachelor's Degree plus 12 Years of experience OR PMP Certification + 10 Years of experience OR 18 Years of Direct Experience. At least five years of FAA experience is preferred.
