Job Title:ACORN Training and TA Coordinator (MA4)
Location: Olympia, WA - Remote Optional - This position has the opportunity to work from our Olympia office, or remotely. Anticipated work schedule is Monday-Friday from 8am-5pm (flexible).

If so, the ESIT Data Systems and Analysis Team (DSAT) within the Family and Community Support Section of the Partnership, Prevention, and Services (PPS) Division is looking for someone just like you! Join our team as the ACORN Training and Technical Assistance (TA) Coordinator (Management Analyst 4) and support the development and maintenance of the WA Part C Data Management System known as ACORN*.

About the Early Support for Infants and Toddlers Program:
The Early Support for Infants and Toddlers (ESIT) Program provides services to children birth to age 3 who have disabilities or developmental delays. Services involve a collaborative process between families, caregivers, a Family Resources Coordinator, and other specialists who provide support to meet each child's unique needs and build on family strengths. The program is family-centered with an emphasis on coaching and providing parents and other caregivers with strategies to support their child's development.

The Opportunity:
As an ACORN Training and TA Coordinator, you'll provide advanced professional analysis on complex data collections and report issues impacting early support services and ESIT program policies and procedures statewide. You'll ensure early intervention provider agencies comply with state and federal early intervention data-related laws and regulations. You'll coordinate and manage complex data management structures, co-create training materials, and lead process improvement procedures that support the ongoing and effective statewide use of ACORN. You'll also work with external organizations to monitor proposals and identify potential changes to ESIT state policies and procedures.
Some of what you'll do:
  • Create engaging and interactive learning materials, such as e-learning modules, videos, simulations, and written content.
  • Develop and disseminate ACORN training modules required for new system users.
  • Develop assessments and quizzes to measure learning understanding and performance.
  • Collaborate with partners to ensure alignment of instructional content with organizational goals and strategic plans.
  • Participate in federal technical assistance activities and review professional research.
  • Identify solutions within the ACORN Data System.
  • Evaluate operating challenges in order to provide management with recommended courses of action.
  • Evaluate data elements identified in the systemic improvement and/or corrective action plans in collaboration with the AQI Team.
  • Provide technical assistance on solutions to ACORN users as outlined in action plans.

| Required Qualifications:
  • A Bachelor's degree related to IT training development.
  • Four (4) years of related experience.
    OR
  • Equivalent education and experience totaling eight (8) years.

Note(s):
In addition to the above, the incumbent must also have demonstrated experience in the following:
  • Creating and facilitating training for IT and/or early support systems.
  • Communicating complex ideas in a clear and understanding manner.
  • Proficient computer skills, including Word, Excel, and database applications.

Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org.

  • Demonstrated ability to plan and manage multiple projects.
  • Demonstrated proficiency in using e-learning authoring tools, multimedia software and Learning Management Systems.
  • Demonstrated commitment to continuous quality improvement in state office operations and local Early Support for Infants and Toddlers (ESIT) services.
  • Demonstrated knowledge of Agile methodology and Part C of the Individuals with Disabilities Education Act (IDEA), including its program services and requirements.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
