The Accounting Specialist assists with various accounting functions in the Grant Accounting area of the Business Office. Responsible for all review and maintenance of post award financial functions for grant funds by assisting the Accounting Group Supervisor with review of accounts payable, accounts receivable, payroll, and tuition awards financial analysis, financial statement preparation, financial audits, and accounting system maintenance.

  1. Perform grant accounting related post-award functions, including budget and expense analysis, periodic invoicing, labor distribution changes, reconciliations, re-budgeting and grant closeout functions as required.
  2. Prepare accurate and timely financial federal, state, local, and private reports to grantors as required.
  3. Be the primary fiscal contact for sub-recipients and understand specific grant requirements, and ensure the grant agreements are met.
  4. Prepare journal entries to recognize grant receivable and revenue, and reclassify salary expense from the Unrestricted fund to the Restricted Grant fund, prepare assigned monthly reconciliations, and prepare monthly invoices by the required due dates requesting reimbursement payments from the funding agencies.
  5. Support program staff as necessary in delivering grant requirements.
  6. Maintain up-to-date knowledge on the organization's funding sources, grants and contracts, ensure implementation of best practices.
  7. Ensure adherence to state and federal guidelines, laws and regulations, and College policies procedures, and guidelines.
  8. Assigns work to accounting assistants and part-time staff within the Grant Accounting area of the Business Office, as needed.
  9. Serves as liaison between the principal investigators, financial managers and granting agencies concerning financial accounting issues, as needed.
  10. Performs other duties as assigned.

Required Education and Experience
  1. Bachelor's degree in Accounting or Finance required.
  2. At least two (2) years of accounting experience required.
  3. Experience in grant accounting, preferred.
  4. Experience in a higher education institution, preferred.

Required Knowledge, Skills and Abilities
  1. Excellent oral, written and interpersonal communication skills.
  2. Strong computer skills with knowledge of Microsoft Office including, but not limited to, Word, Excel, PowerPoint, and Outlook, the Windows environment, and internet research skills
  3. Knowledge and understanding of accounting principles and practices to include complex calculations across multiple funding sources and the ability to prepare and present financial analysis of funds in a clear and concise manner.
  4. Proficient with ten key by touch.
  5. Ability to prioritize, organize, and complete multiple tasks with attention to detail, within stated deadlines.
  6. Ability to work independently as well as a team player within department and with others.
  7. Ability to work evenings and/or weekends as needed; willing to travel throughout the college district using own means of reliable transportation.
  8. Demonstrated commitment to achieving the vision and mission of South Texas College.
  9. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  10. Ability to write reports, business correspondence, and procedure manuals.
  11. Ability to effectively present information and respond to inquiries from groups of managers, faculty, staff, customers, and the general public.
  12. Ability to define problems, collect data, establish facts, and draw valid conclusions.
  13. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  14. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Checks, Certificates, Licenses, and Registrations
  1. Security Sensitive position: All applicants are subject to a national criminal background check under South Texas College policy.

  3. Must have or qualify for a valid Texas driver's license and proof of liability insurance.

Physical Requirements
  1. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
  2. Bending the body downward and forward by bending leg and spine.
  3. Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.

  5. Applying pressure to an object with the fingers and palm.

  8. Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  9. Ability to make rational decisions through sound logic and deductive processes.
  10. Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  11. Sitting particularly for sustained periods of time.
  12. Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  13. Close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
  14. Mobility to accomplish tasks, particularly for long distances or moving from one work site to another.
