Job ResponsibilitiesThe South Carolina Office of Regulatory Staff (ORS) represents the public interest of South Carolina in utility regulation for the major utility industries - electric, natural gas, telecommunications, water/wastewater, and transportation - before the Public Service Commission (PSC), the court system, and state and federal regulatory bodies. Additionally, the ORS houses the state's Energy Office, Broadband Office, Digital Opportunity Department, Equipment Distribution Program (EDP), and has responsibility for oversight of railroad safety and natural gas pipeline safety in South Carolina.The ORS is seeking an Accountant/Auditor to conduct analysis and testing of complex financial statements and transactions and rate case applications on investor-owned utilities operating in SC. Job functions include:* Prepare work plans for analysis and testing of utility rate case applications.
Review utility rate case applications for alignment with industry accounting and rate making/regulatory principles. Research and analyze previous rate case decisions, and perform financial analysis and testing.* Prepare information requests sent to utilities and analyze/test responses to information requests.* Prepare supporting workpapers (financial and narrative) documenting analysis, test results, and rate case positions. Prepare financial schedules and exhibits publishing results including proposed adjustments.* Create and present written and oral testimony for positions and adjustments in rate cases.
Testify before the Public Service Commission and respond to cross-examination.* Collaborate regularly with agency accountants, auditors, analysts, engineers, attorneys, and external consultants.Minimum and Additional RequirementsBachelor's degree in accounting or related field that included at least 18 hours of accounting. Working knowledge and experience preparing financial statements, the application of audit principles, and application of generally accepted accounting principles. Proficiency in Microsoft Office Suite - Outlook, Excel, Word.Ability to effectively communicate in writing and speak in large groups.
Ability to perform effectively as a member of a team as well as independently. Ability to exercise initiative, judgement, and discretion.Preferred QualificationsMaster's degree in accounting or related field, CPA, or CIA. Experience in utility industry financial accounting and reporting.
Working knowledge of the rate making processes and rate structure of public utilities. Understanding of regulations, principles, and practices for the regulation of utilities.Additional Comments* Position, on occasion, requires work after normal hours.* Must possess a valid driver's license.* All ORS employees are required to attend ethics training annually for continued employment.* All ORS employees are prohibited from owning equity in regulated utilities.* Work hours are Monday - Friday, 8:30 am - 5:00 pm.* Remote work is not available and employees work in-office at 1401 Main Street, Suite 900, Columbia, SC 29201.
