The Office of Administration Division of Facilities Management, Design and Construction (OA-FMDC) has a job opportunity for an Accountant Supervisor. OA-FMDC seeks a qualified professional for the for the supervision of two Accountants and two Senior Accounts Assistants within the Budget and Accounting Unit. This position will be in the forefront of spending for the state's leased locations. Also, this position will work with most state departments as well as vendors that provide services to the state, and will allow for fostering relationships with agency personnel throughout the state.
What you'll do:
- Provide supervision and leadership to the OA-FMDC Budget and Accounting Unit.
- Ensure that state statutes, federal rules and agency policies are complied with, regarding payment of vendor invoices in a timely manner, to avoid penalties provided by law.
- Establish and enforce workplace policies and procedures within the Budget and Accounting Unit.
- Monitor and adjust workloads between personnel to maintain an appropriate balance of duties and to maintain high productivity and an efficient workflow.
- Become an integral part of the MO Vital Enterprise Resource System (MOVERS) by attending meetings and trainings, as well as updating OA-FMDC personnel with information learned.
- Advise supervisors and staff in resolving issues, including improperly documented invoices.
- Provide reporting, advice, and guidance to the Accountant Manager regarding expenditures of state funds to facilitate annual appropriation and expenditure processes.
- Main liaison and contact with state departments regarding appropriate controls governing expenditures of state funds.
- Other duties as assigned by the Accountant Manager and OA-FMDC Director.
Minimum Qualifications
- Bachelor's degree in accounting or related field (substitutions may be allowed).
- 2-4 years of relevant experience and/or appropriate certification (substitutions may be allowed).
- Excellent interpersonal, supervisory and communication skills.
- Demonstrate ability to maintain effective working relationships with staff and agency personnel, remain flexible, self-motivated, assume considerable initiative, work independently with little supervision and exercise sound independent judgment.
- Ability to lead, educate and motivate staff.
- Considerable knowledge of and experience with SAM II Financial System, data warehouse and MOBIUS reports.
- Considerable knowledge of and experience with the state Lease Management System (LMS).
- Knowledge of Microsoft Access and Excel.
- Knowledge of Governmental Accounting and Generally Accepted Accounting Principles.
- Ability to develop new methods and procedures to meet changing needs.
- Knowledge of the state's organizational structure and how business is required to be conducted.
- Ability to formulate and initiate plans and procedures for effective and efficient establishment and maintenance of fiscal controls.
- Ability to apply general concepts to specific problems of accounting, auditing, purchasing procedures and fiscal management practices based up on cost effective evaluations.
- Ability to analyze and evaluate policies and operations and formulate recommendations.
