The Johnston County Public Utilities Department has an immediate opening for an Accountant.

An employee in this class is responsible for performing a variety of professional accounting tasks in support of the finance operation of the County. Work involves applying established accounting or administrative procedures, principles of bookkeeping, and basic fund accounting to the review and processing of accounting and other financial documents. Work is characterized by use of automated accounting ledgers, registers, statements, vouchers, and other fiscal documents. Work also involves coordinating the major processes of financial programs in a complete cycle, handling the investments, reconciling accounts and statements, imputing accounting data and information, reviewing and analyzing financial data and compiling a variety of reports. Judgment and initiative are required in the performance of duties. Work is performed under supervision of the Finance Director and is evaluated through conferences, accuracy and completeness of records and reports, and by independent audit of financial records. An employee in this class will assist and serve as the backup for the County's finance department's staff as needed.
Duties and Responsibilities
Enter and post County cash receipts and process reports related to cash receipting.
Maintain and analyze the general ledger for accuracy and efficient use of resources, correct errors, and update accounts; prepare journal entries; set up new accounts on the general ledger
Prepare and post budget revisions.
Perform bank reconciliations as needed.
Compile cash receipts and disbursement statements of the County fire departments.
Serve to assist with internal audit investigations. Under the supervision of the internal auditor, this position will complete work papers, interview staff and assist the overall function of the internal auditor.
Assist in the preparation of County's annual audit.
Assist in the preparation of County's Comprehensive Annual Financial Report (CAFR).
Provide backup for accounts payable.
Assist in the preparation of the County payroll.
Serve as the assistant for the County's payroll processing system.
Assist the Purchasing Agent with the County's Purchasing Policy (more specifically Contract Control) to ensure compliance, proper signatures, and posting encumbrances in the general ledger.
Coordinate special projects as needed.
Perform related duties of an accountant as required.
Knowledge, Skills and Abilities
Thorough knowledge of the laws, rules, regulations, policies and practices to follow in the accounting function.
Thorough knowledge of modern office practices and use of standard office and accounting equipment.
Thorough knowledge of audit practices.
Working knowledge of laws, ordinances and regulations governing County financial matters.
Working knowledge of accounting and finance.
Ability to understand and apply policies to the maintenance of a variety of financial records and reports.
Ability to verify accounting and other financial documents and forms for accuracy and completeness.
Ability to establish and maintain effective working relationships with department heads, vendors, employees, and the general public.
Ability to communicate technical ideas effectively both orally and in writing.
Desired Education and Experience
Bachelor's Degree in Accounting, Business or closely related field and a minimum of two years of accounting or governmental accounting; or an equivalent combination of education and experience.
