GENERAL DESCRIPTION
Under general supervision, in accordance with Generally Accepted Accounting Principles, performs professional accounting duties in the creation and maintenance of accounting records, the analysis of financial transactions, the verification of accounting records and financial data, and the asserting of compliance with established laws, procedures, and policies as related to grants, Fixed Assets and capital projects.This is highly complex accounting work involving independent judgment based on the knowledge gained through education and experience. Considerable knowledge in general ledger accounting, Fixed Assets, bank reconciliations, Grant Accounting and capital projects.
ESSENTIAL JOB FUNCTIONS
- Assists Finance Director, Managers and other staff in the preparation of financial statements, schedules, and analysis in accordance with the City's established closing schedule and with input from Financial Reporting and Grants.
- Performs specialized accounting tasks for the City's grants, Fixed Assets and capital projects; prepares analyses and verifies accounting records and financial data; ascertains compliance with established accounting principles, procedures, and policies.
- Conducts period end account reconciliations to ensure accurate reporting and ledger maintenance.
- Applies the principles of accounting practices to maintain an accounting system; interprets accounting system policies and implements accounting procedures; records financial transactions as related to grants, Fixed Assets and capital projects.
- Prepares and records asset, liability, revenue, and expenses entries by compiling and analyzing G/L account information.
- Maintains subsidiary schedules and reconciles general ledger accounts by verifying, allocating, posting, verifying transactions, and resolving discrepancies.
- Reviews work for technical accuracy and completeness against the general ledger account entries for support documentation, and provides feedback for auditors.
- Reviews all transactions and generates invoices as necessary. Reconciles balance sheet and conducts regular general ledger maintenance of existing accounts.
- Prepares monthly bank reconciliations and journal entries required to adjust accounting records.
- Performs specialized accounting tasks for the City's grants, Fixed Assets and capital projects; prepares analyses and verifies accounting records and financial data; ascertains compliance with established accounting principles, procedures, and policies.
- Assists Management in coordinating the period close and external reporting.
- Performs other duties as may be required or assigned.
KNOWLEDGE, SKILLS & ABILITIES
- Knowledge of the principles, practices, and methods of accounting as related to grants, Fixed Assets, and capital projects.
- Knowledge of automated accounting systems.
- Proficient in the use of a personal computer and associated software including applications for word processing, spreadsheets, and databases.
- Ability to maintain accurate technical operating records and to prepare clear and concise oral and written reports.
- Ability to coordinate multiple functions.
- Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.
- Ability to exhibit a professional, courteous demeanor.
- Ability to work in a diverse environment.
- Knowledge of City and other governmental financial reporting and accounting procedures, or the ability to acquire such knowledge during a reasonable period of training
- Great working experience with Microsoft Office software to include Excel, Word, PowerPoint, and Outlook.
- Ability to communicate effectively both orally and in writing
PREFERRED QUALIFICATION
- Experience with OpenGov and Edmunds' helpful.
MINIMUM QUALIFICATIONS
- Bachelor's degree with major course work in Accounting, public or business administration, or a field related to department's operation.
- Two years of experience in accounting, or a combination of related experience, education, and training.
- Must possess a valid State of Florida driver's license.

Computer, calculator, photocopy machines, printers, telephone, fax machines, typewriter.
PHYSICAL REQUIREMENTS
Prolonged periods of sitting at a desk, standing, bending, and working on a computer.
JOB LOCATION
City Hall Annex. Occasional travel to other City locations and other municipalities may be required.
