Washington County is currently hiring for an Accountant I or Accountant II depending on qualifications. This position is a professional level position that requires independent judgment, accuracy, and the ability to meet multiple deadlines.

DESIRABLE EXPERIENCE:
  • Three or more years of accounting experience in a government environment.
  • Previous work experience with cash handling and/or daily deposit of funds.
  • Paid work experience developing complex budgets, preparing budget summaries, analyzing. actuals compared to trends and targets, and preparing financial reports and presentations.
  • Previous work experience with cash and modified accrual accounting.
  • Paid work experience using JD Edwards EnterpriseOne (or a similar financial system) and
  • Microsoft Suites (Excel, Outlook, Power Point, and Word).

HOURS / DAYS: 8:00 a.m. - 4:30 p.m., Monday-Friday. Work schedules (hours and days) and location are subject to change based on department needs.
ANTICIPATED HIRING RATE:
Accountant I - $28.28 - $33.41 Hourly (Non-Exempt)
Accountant II - $70,054 - $82,825 Annually (Exempt)
Reporting to the Accounting Supervisor the Accountant I follows generally accepted accounting principles to maintain financial records necessary to satisfy internal and external reporting requirements. The Accountant I is a professional level position that requires independent judgment, accuracy, and the ability to meet multiple deadlines.

EMPLOYMENT STANDARDS
MINIMUM QUALIFICATIONS: The Accountant I requires a Bachelor's degree in Accounting, Finance, Business Administration, Economics, or related field.

Please note that the Accountant I may perform some or all of the following tasks depending on their areas of expertise.

Maintain and examine general and detailed computerized accounting records:
Reconcile the County's bank accounts, prepare journal entries to adjust or correct accounts monitor bank account balances; record nonsufficient funds and reconcile funds;
Reconcile state invoices to refunds and recoveries;
Reconcile cash to the accounting system;
Reconcile SSIS and E1 expenditures;
Reconcile bank statements to the cashbook monthly;
Prepare quarterly fiscal reports for state agency;
Prepare weekly wire transfers; process automatic clearing house (ACH) wires; process returned accounts payable checks; create replacement checks; track voided checks; note unclaimed checks;
Monitor grant receipts and disbursements;
Maintain the address book daily - create and modify system records;
Prepare receipts and deposits daily;
Reconcile receipts to expected revenues via record downloads from various state systems;
Record the County's investment activities, report interest monthly;
Prepare journal entries for intercompany, p-card, revenue allocations and general adjustments;
Submit journal entries and bank reconciliations to the Accounting Supervisor for review and signature Serve as a liaison to external customers:
Respond to inquiries from banks and investment advisors regarding the County's accounts;
Prepare Internal Revenue Service documents such as W-9 verification letters, B notices and withholding statements, 1099 forms, and run period depreciation reports;
Prepare report for the State documenting unclaimed funds;
Collaborate with state agencies to resolve policy questions and ensure grant and fiscal compliance;
Respond to vendor's inquiries regarding accounts payable checks;
Reply to State or Federal agencies regarding accounting and financial reporting matters Provide accounting services to County employees:
Assist County employees in using the accounting system
Present training to employees about specific modules of the accounting system
Answer questions about purchase cards; administer and process purchase cards
May review work or entries prepared by technical or para-professional employees
Enter invoices
Monitor the cash drawer
Provide managers with grant expenditure tracking;
Respond to financial inquires and provide financial data as requested by management;
Prepare electronic payroll file transfer
Create training guides for accounting staff in other departments
Oversee wire transfers and banking activities when the Accounting Supervisor is absent
Serve as a lead worker to technical employees in the department in the absence of the supervisor
Maintain the system for monthly credit card journal entries that enables other departments to accept credit card payments
Serve on the Accounts Receivable and General Ledger team
Recommend accounting procedures improvements
Perform other duties as assigned
WORK ENVIRONMENT
Work is sedentary in nature and involves sitting most of the time. Physical effort is light for the majority of work with lifting or carrying limited to 25 pounds intermittently. There is pressure associated with daily, weekly, monthly, quarterly, and annual reporting deadlines. Report preparation and writing at times requires extended use of a keyboard. Work interruptions are frequent.

Most work is performed in a normal climate controlled office environment.
