This announcement is open to individuals who have completed a qualifying degree or certificate within the past two years. Veterans who due to military service were unable to apply within the past two years are eligible for six years.
Duties
The position will serves as a Financial Accountant within one of the divisions of the Office of Financial Management (AFM). The Office of Financial Management provides financial oversight and information on the use of agency financial resources.
The Office of Financial Management (AFM-100/200/300/400/500/600/700/800) prepares the FAA for the annual financial audit, the agency's audited financial statements, and Performance and Accountability Report. Assists with Agency realignments, and provides program management for the Organization Change Team. The organization establishes financial system requirements, support Delphi, PRISM, and Cost Accounting System (CAS), and controls property capitalization and reporting.
Performs basic but progressively more difficult assignments under the close direction of a manager, project/program manager, team leader, or more experienced professional. Typically acts as a member of a team for projects/programs within a defined area of responsibility. Applies basic knowledge applicable to his/her discipline and limited experience to accomplish assignments.
Typical assignments include:
•Provides support in the formulation of budget requests by gathering, extracting, reviewing, and consolidating a variety of narrative information and financial and statistical data.
•Assists in the development of materials that communicate and present quantitative and qualitative analyses, results and findings to key stakeholders; including FAA executives.
•Monitors and tracks the execution of financial plans. Prepares reports and performs other technical tasks in support of budget and financial management functions.
•Assists in developing financial models for use in financial or statistical analysis and forecasting.
•Conducts research on legislation and applies policies and procedures to identify problems on FAA appropriations.
Contacts are primarily internal to the organizational unit with a manager and other employees to share information, provide data and/or written analyses, and discuss the statuses of assignments. In some specialties, may have contacts with customers and other external parties on routine matters such as gathering information, explaining financial guidance, and discussing customers' requirements.
Work is reviewed regularly during assignments and at completion to ensure timeliness and all aspects of quality. Work activities typically support the work of other employees and contribute to activities of the organizational level.

Basic Requirements
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:

- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
