SUMMARY OF RESPONSIBILITIES: This class is responsible for performing accounting, analytical and technical functions in support of financial operations. Responsibilities include, but are not limited to, performing professional level accounting functions, analyzing, creating, summarizing and documenting a wide variety of financial reports and transactions in assigned areas by compiling/preparing/entering revenue, expense, asset, liability, capital account, fixed asset, general ledger and payroll entries; substantiating financial transactions by auditing documents and verifying various forms/records/reports/data and investigating and resolving discrepancies; preparation of balance sheets and income statements; reviewing schedules/maintaining accounting control of major expense classifications; reconciles various classes of outgoing vendor payments to determine the status of those payments to account for those that are outstanding; reconciles payments received from operations to the bank statement and general ledger; examination and reconciliation of bank statements, related income statement transactions and reconciling to the general ledger; receipts monies, deposits and records those monies to the general fund; examination and auditing of employee expenses; auditing documents to substantiate financial transactions; analyzes the sales and use tax and prepares the payment to be filed with the state; manages petty cash; maintains spreadsheets for reporting purposes that include but are not limited to maintenance, medical insurance expenses and collateral pledged in lieu of cash deposits; preparing the annual note disclosures for the Annual Comprehensive Financial Report as part of the external financial audit; monitoring/reviewing contracts; making projections, modifications, calculations and journal entries; responding to technical/procedural questions; providing accounting guidance to technical staff and other departmental personnel by researching and interpreting accounting policy and regulations; assisting management with budget preparation, financial forecasting and monthly, quarterly and year-end accounting/fiscal processes and reporting, including support during external and internal audits and for financial, regulatory and procedural compliance; maintains financial security by following internal controls. Supports the improvement of system processes and technological advancements. Operating under general supervision of a designated manager/supervisor, leeway is allowed for the exercise of independent judgement in conducting the details of the work. Performs ad hoc analyses and other related work as required.
FULL PERFORMANCE, KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of safety rules/ regulations/procedures, as appropriate; thorough knowledge of accounting principles/practices including a working knowledge of GASB and local government accounting; strong knowledge of computer systems and applicable software; skill in operating/using personal computers; skill in keyboarding at a moderate rate of speed; ability to research/collect/analyze/interpret data; ability to provide management with statistical trends/perform moderate mathematical calculations; ability to work independently; ability to check accounting documents/forms for accuracy/completeness; ability to detect/investigate discrepancies; ability to prepare/maintain files/records in systematic order; ability to interpret/apply accounting and fiscal laws/rules/regulations to fiscal operations; ability to plan/organize/schedule work effectively; ability to communicate effectively both orally and in writing; ability to develop and maintain effective working relationships with officials, vendors, contractors, customers, outside agencies/businesses, governmental entities, auditors, and all levels of employees.
MINIMUM QUALIFICATIONS:
(A) Graduation from a four (4) year accredited college or university, with a major in accounting, finance, economics, business or related field and a minimum of four (4) years of progressive experience in accounting and finance; (CPA, Advanced Business degree and/or Finance Professional certification preferred).
