JOB SUMMARY:

The 9-1-1 CAD Manager is responsible for maintaining the computer aided dispatch (CAD) system, all peripheral equipment and in maintaining the functioning of the CAD system essential to the ongoing work of the department. Incumbent will be responsible for maintaining a comprehensive database for the computer aided dispatch system. The position may also function as an administrative employee, providing statistical reports and information for the public, other county departments and agencies we serve. Will also serve as backup for the Mobile Data Terminals (MDT) network in the absence of the 9-1-1 Center Systems Administrator. Incumbent will assist in the training of new employees in the use of the CAD system, work closely with our Planning and Zoning department in a continual exchange of information needed for the CAD Geographical information (GIS) system. Work is reviewed through the efficiency and effectiveness of the CAD system, accuracy, timeliness of records, and accuracy of reports.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Coordinates with all user agencies on the additions or changes to their agency’s equipment names on unit/vehicle configuration in Inform CAD.

Evaluates the CAD system; tests system to determine any problems or compatibility issues for the Center.

Oversees all data entry related to the CAD system.

Maintains database tables for incident types, status codes, dispositions tables, and vehicle configuration.

Oversees maintenance of CAD personnel files and Incident Notification page groups for multi-jurisdictional user agencies.

Responsible for the maintenance of the status windows for display of the desired incident and unit information, including calls pending and active units.

Reviews programs, working components, and procedures; makes changes to improve the general operation of the system.

Assists with training of departmental personnel in the proper operation of the CAD as a supplement to formal and online training.

Troubleshoots problems, makes minor repairs, or locates appropriate personnel to correct problems.

Serves as lead on CAD related projects.

Administers, maintains and evaluates CAD and CAD related systems software.

Highly responsive program administration and maintenance, including proactive identification, evaluation, implementation and problem solving to mitigate known or potential problem areas.

CAD related vendor management, including communication expectations, prioritization, coordination of deliverables & services and follow through to ensure timelines are met.

Writes new programs, reports or screens including processes for exchanging data with other systems or agencies.

Installs and implements new software related to the Inform CAD.

Conducts database administration.

Participates in system upgrades.

Hardware and software maintenance on 9-1-1 center PC is as needed to backup MIS and 9-1-1 Systems Administrator.

Attends and participates in user group meeting including Dispatch Operations, Law Enforcement and Fire Ops to develop and ensure adherence to created policies.

Represents the Agency or division at meetings as requested; serves on various committees.

Provides information and assistance to other departments, outside agencies and the public on assigned functions.

Works as assigned during any emergency activation of the Agency EOC (Emergency Operations Center). Participates in Agency or regional exercises to maintain skills.

Ensures data recoverability by implementing a robust methodology for performing system backups and database archive operations.

Works in 9-1-1 Center as Call taker, Communications Officer or Supervisor during staffing shortages.

Administers and maintains the Everbridge Emergency Notification System and the EMnet State Notification System.

Performs independent research projects for the Director and assists with investigating communication complaints and problems.

Assists with budget preparation for department, includes preparing computer-spread sheets, logs and may track expenditures to assist in developing future budget needs. Assists in negotiation of maintenance agreements with CAD vendors.

Assists the 9-1-1 Center Systems Administrator with all phases of the recording equipment in the 9-1-1 Center. Trouble shoots equipment and arranges service call(s) from vendor if needed.

Assists the 9-1-1 Center Systems Administrator with all phases of the Viper emergency phone network.

Prepares and disseminates monthly reports.

Regular and predictable attendance is required.

Performs other duties as required.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Associate’s degree with a major course work in computer science or computer information systems or a related field may substitute for the required experience.

Experience working in a 9-1-1 Center on a CAD (Computer Aided Dispatch) system, Mobile Data system, Emergency phone system, GCIC/NCIC network and recording system, a plus but not required.

Any equivalent combination of education and experience that provides the applicant with the knowledge, skills and ability (KSA) required to successfully performing the job would be considered. A typical way to obtain the knowledge and abilities would be:

At least 5 years of experience in information systems or a related field as a programmer/analyst with emphasis on systems design and programming.

Licenses and Certifications:

Must be GCIC/NCIC Certified.

P.O.S.T. Communications Officer Certified.

Emergency Medical Dispatch (EMD) Certified.

CPR Certified.

Knowledge, Skills, and Abilities:

Knowledge of up-to-date principles of data processing and computer science.

Knowledge of principles and techniques of complex and systems analysis

Knowledge of methods and procedures of computer software design, development and maintenance.

Knowledge of applicable programming languages and operating systems.

Knowledge of report preparation, research methods and statistical principles.

Knowledge of methods of effective project planning and management.

Knowledge of application and interpretation of Hall County 9-1-1 center policies and procedures as well as local, state and federal laws and regulations relevant to PSAP operations.

Ability to coordinate and participate in systems analysis, design and programming.

Ability to analyze data and develop logical solutions to complex problems.

Ability to develop and deliver clear and concise reports for intended audiences.

Ability to apply critical thinking, problem solving and collaborative approaches to improving CAD services to users and administrative personnel.

Ability to analyze situations thoroughly, identify potential problems and find effective solutions.

Ability to establish and maintain positive and professional working relationships with managers, coworkers, other governmental jurisdictions, volunteers, the media and the public.

Ability to effectively communicate and express ideas both orally and in writing.

Ability to apply appropriate independent initiative, discretion, judgement and organizational skills to a variety of projects, assignments and situations.

Ability to understand and execute complex oral and written instructions. Apply available guidelines, policies or procedures in diverse situations.

Ability to Prepare and present written correspondence, reports and materials in clear, correct and comprehensible terms from general notes and concepts.

Physical Ability: Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing);operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type.

Essential Functions frequently require the ability to move about inside the office; and move/transport items up to 10lbs.

Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are occasionally required to be on-call and work irregular hours.

Sensory Requirements: Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.

Environmental Factors: Essential functions of this position continuously require the ability to either work with others or work alone.
