JOB GOAL:
Assist/Support teachers in providing English language Arts and Reading Instruction to accelerate English Language Proficiency for ELLs participating in the ESL Program through the application of sheltered instruction strategies. Maintain appropriate documentation
Duties of the ESL Coordinator include, but are not limited to, the following:

  • Implement procedures and coordinate the process to identify LEP students at all grade levels campus-wide, including review of student data and testing of students.
  • Ensure that campus effectively implement ESL program meet district program goals.
  • Maintain and complete all LEP documentation in a timely manner, and that all records are kept confidential in accordance with Tennessee Department of Education guidelines, state, federal laws (FERPA).
  • Update the school database in a timely manner to reflect accurate data of LEP students, including LEP denials and monitoring year 1 and year 2 students for state submissions.
  • Train all parents, administrators, teachers and staff on the appropriate assessment accommodation committee in accordance with TNDOE and ensure they understand and comply with confidentiality of students in accordance with both state and federal laws.
  • Plan, prepare, and facilitate the appropriate assessment accommodation committee meetings.
  • Train, coach, and support teachers in developing and implementing lesson plans that meet the district's and state's curricular requirements and linguistically accommodate and differentiate the commensuration of the language proficiency level of the LEP students.
  • Train, coach, and support teachers in completion of documentation regarding English language learners using the WIDA Development Standards and Tennessee Academic Standards.
  • Train, coach, and support teachers in implementing a variety of instructional materials, technology tools and digital learning platforms to enhance learning and language proficiency development.
  • Assist school administration in scheduling classes for ESL instruction.
  • Monitor ELL's academic and linguistic progress that is reflected in the formative and summative evaluations to ensure students meet desired educational goals and use assessment results to coordinate ESL instruction and schedule.
  • Compile, maintain, analyze, submit and file all physical and computerized reports, records, and other documents required by the district, state and federal laws.
  • Ensure ESL classroom(s) and/or instructional environment is safe, organized and conducive to learning, with accessibility to all students.
  • Establish and maintain communication, both written and oral, with parents, students, principals, and teachers to keep them informed of student progress.
  • Collaborate with network personnel, district personnel, and other professionals to carry out school wide instructional or related activities for ELL students and their parents to better educate them on ELL services and programs.
  • Collaborate with other content teachers and special education teachers to ensure ELL student's language and instructional needs are being met.
  • Advocate for English language learners to ensure they have an equitable educational opportunity.
  • Continually communicate with students on instructional expectations and keep them informed of their progress in meeting those expectations.
  • Plan and conduct parent meetings (i.e. conferences with the parents of LEP denial students), failing monitor students, and exited ELL students.
  • Participate in professional development activities and staff meetings as required or assigned.
  • Implement new learning from professional development activities correlated with accelerating English language proficiency for ELLs.
  • Administer WIDA screener or equivalent tests to determine student eligibility for ELL Programs and analyze district assessments to determine placement in ELL program.
  • Participate as WIDA assessments, and provide training and supplemental support to other raters as needed.
  • Provide ESL instruction as assigned by the campus principal and/or Director of Academics. If the coordinator has teaching role, duties and responsibilities explained in ESL teacher job description will also apply.
  • Ensure student enrollment forms, including the HLS, are completed for each student enrolling in the school and maintained in the student's cumulative folder
  • Inform the ESL teacher(s) serving the school of new students
  • Coordinate appropriate space, comparable to that provided for general education instruction, for ESL services
  • Ensure that ELs are provided appropriate ESL services
  • Recommend, implements, and maintains program policies, procedures, schedules, and budgets
  • Ascertain that the goals and requirements of the program are met
  • Coordinate with general education teachers on how to incorporate the WIDA proficiency standards
  • Supervise annual system-wide HLS administration to initially enrolling students
  • Work with district testing coordinator to supervise annual English proficiency testing, including ordering of testing materials, dissemination, development, and maintenance of records
  • Monitor the progress of transitional EL students
  • Coordinate ESL services with all other departments of the school system
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS:
  • Requires a Bachelor's degree and endorsement in the grade/subject taught with a valid Tennessee certificate
  • Must be highly qualified
  • Governed by the Rules and Regulations of the Tennessee Code Annotated and the Tennessee Board of Education
  • Must be physically and mentally able to perform the responsibilities and duties of the position

Functional Reasoning: Requires the ability to apply principles of rational systems, philosophies, laws, regulations, and procedures; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria and the goals and priorities of planning and development programs.
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS
  • Light Work: may require occasional light lifting
  • Nights and weekend activities will be occasionally required
  • Position is in the office setting and may involve prolonged work at a desk in one location
  • Moderate travel is required
