The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers.  To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. PROGRAM OVERVIEW

Join the nation's first local Office of Healthcare Accountability, serving as the city's healthcare watchdog and ensuring access to affordable, high-quality care for all New Yorkers.

The new Office of Healthcare Accountability is located within the Bureau of Equitable Health Systems (BEHS) in the Center for Health Equity and Community Wellness (CHECW) of theNYC Department of Health and Mental Hygiene (DOHMH).

BEHS is the healthcare systems bureau of DOHMH. We apply policy, evidence, and practical expertise to improve equity in healthcare delivery at the individual, organizational, and systems levels. We do this by engaging primary care providers and other healthcare organizations to implement evidence-based strategies; leveraging information to support planning and technical assistance for providers and payers; advancing policy to close the racial equity gap for priority health outcomes; and surfacing opportunities where healthcare can influence and connect consumers to social support and addressing the whole person, beyond physical ailments.

CHECW aims to eliminate racial inequities resulting in premature mortality, focusing on chronic disease by addressing the social and environmental factors that impact health. CHECW works to increase placed-based investments in priority neighborhoods with community programming and services based on epidemiology; influence and leverage the health system to promote whole-person care; intensify the agency's approach to tackling big salt, sugar, and tobacco; and find innovative ways to improve the built environment and address other social determinants of health.

Since January 2020, DOHMH has been fighting the COVID-19 pandemic- activities include but are not limited to surveillance & epidemiological investigations; lab testing; engaging and providing guidance to healthcare partners; ensuring the safety & health of responders; providing timely and accurate information to the public; promoting the emotional health of New Yorkers and coordinating citywide COVID-19 vaccine administration. DOHMH works closely with community-based organizations (CBOs) to increase access to and awareness of COVID-19 prevention, treatment, and vaccination services. Consistent with the Health Department's decades long commitment to place-based investments, new work is focused on neighborhoods who have been hardest hit by the COVID-19 pandemic, have low vaccination rates, and have been harmed by racial and ethnic health inequities. DOHMH seeks to continue place-based anti-racism interventions toward COVID-19 recovery and chronic disease prevention over the coming two years through continued investment in the Public Health Corps.

 

POSITION OVERVIEW

BEHS is looking for an entrepreneurial Senior Data Scientist with demonstrated experience in healthcare, preferably with pricing and/or claims data.

New York City Council recently passed legislation creating an Office of Healthcare Accountability to promote greater transparency and increase access to affordable, high-quality care for all New Yorkers. The Office is the first local office of its kind and will be located within the New York City Department of Health and Mental Hygiene (DOHMH).

The Senior Data Scientist role is an exciting opportunity for a candidate with deep commitment to health equity who wants to bring their expertise and creative drive to the public sector, translating data into useful tools for healthcare seekers and actionable insights for policymakers. The Senior Data Scientist will establish the data analytics roadmap for the new Office of Healthcare Accountability and oversee its implementation, working alongside internal and external partners.

 

RESPONSIBILITIES

As one of the first hires of the new Office of Healthcare Accountability, the Senior Data Scientist will:

  • Lead the development of the Office of Healthcare Accountability's data analytics, research, monitoring, and reporting framework, with an emphasis on the following types of data: Hospital Price Transparency data, Transparency in Coverage data, and claims data.
  • Identify additional sources of administrative, financial, pricing, quality, and utilization data.
  • Evaluate data and data sources for quality, accuracy, and utility.
  • Ensure all analyses reflect evolving industry standards and techniques.
  • Manage contracts with external data vendors and technical experts.
  • Build the data analytics team for the new Office of Healthcare Accountability, collaborating with other analytics teams across the bureau and making strategic hires as needed.
  • Draft internal technical documentation and lead other technical capacity building activities.
  • Work in close collaboration with the policy team to stay current on relevant policy developments, translate key findings into targeted policy goals, and continuously iterate and refine the Office's data analytics, research, and reporting framework.

 

BASIC QUALIFICATIONS

  • Advanced degree in data science, statistics, health economics, finance, public health, public policy, or other related fields.
  • 5+ years of demonstrated experience in managing and analyzing largescale datasets using data management and statistical software (e.g., R, SAS, SQL, Stata).
  • Experience in healthcare (can be in any setting - payor, provider, academic, government, consulting, technology, etc.) and understanding of the U.S. healthcare payer systems.
  • Experience in using software such as Tableau for data presentation and communication.  
  • Track record of developing innovative ideas and high-impact research.
  • Excellent communication and interpersonal skills.
  • Excellent problem solving and analytical skills.
  • Ability to design research projects, synthesize results, and present findings and recommendations in a succinct manner.
  • Ability to lead strategic visioning and operationalize mission-driven goals.
  • Ability to work independently and self-direct.
  • Ability to prioritize and meet deadlines across multiple projects in a fast-paced environment.
  • Creativity, humility, and resourcefulness

 

PREFERRED QUALIFICATIONS

  • Experience with Hospital Price Transparency data and Transparency in Coverage data.
  • Experience in Medicaid/Medicare financing research.
  • Startup experience - whether launching a company/organization, initiative, team, or product.
  • Experience leading interdisciplinary teams and managing concurrent projects.
  • Proficiency in using GIS software, geocoding, and conducting spatial analysis.
  • Understanding of the medical coding systems.
  • Demonstrated commitment to the public interest.

 

SALARY RANGE

$100,000 - $130,000 commensurate with experience and education.

9:00 am - 5:00 pm

ADDITIONAL INFORMATION

This position is funded until June 30, 2024, with possibility of extension. Additionally, there is a potential for this position to transition to the Health Department and therefore candidates must meet their eligibility requirements, including NYC residency.
