Job Title: Zoning and Code Compliance Officer

Purpose of the position:
The primary purpose of this position is to perform code enforcement work and coordination amongst the spectrum of development ordinances with an emphasis on zoning, subdivision, life safety, and nuisance related fields.This position will coordinate Code Compliance efforts amongst a number of departments that actively engage in Code Compliance functions.
Minimum Education, Training and/or Experience (required at time of hire): High school or GED with knowledge of a specific vocational, administrative, or technical nature obtained by up to one (1) year of advanced study and a minimum of one (1) year of code enforcement experience; or an equivalent combination of training and experience.
License or Certification Required by Statute or Regulation: NC Driver's License required; NC Certified Zoning Official (CZO) certification is desirable.
Essential Functions of the position:

  • Perform site visits and inspections to assure compliance with zoning, subdivision and other ordinances administered by the Planning Department.
  • Administer the Junked and Abandoned Vehicles ordinance including tracking and renewal authorizations for junkyards on an annual basis.
  • Receive and investigate complaints/violations related to development ordinances administered by the Planning Department.
  • Perform code enforcement duties including complaint driven cases, the issuance of official violation notices and administrative work as it relates to nuisance abatement.
  • Coordinate with other departments who enforce development related ordinances and participate in the multi-departmental Code Enforcement Team meetings.
  • Maintain files, databases, spreadsheets and reproduces maps (aerial and topographic) and other documents for the general public and other departments.
  • Perform data entry in designated permitting software as it relates to specific building, zoning, and Code enforcement cases.
  • Answer inquiries related to Zoning and basic development review and permitting.
  • Directly assists Senior Planning Staff with special project coordination, outreach, documentation, and project management as needed.
  • Collaborate with co-workers and other departments on code enforcement mitigation strategies specifically Legal.
  • Perform other related duties as assigned.

Knowledge, Skills, Abilities:
  • Knowledge of the principles and practices of rural and urban planning specifically related to field inspections and Code enforcement.
  • Knowledge of the County road system and the ability to effectively navigate roads to conduct site visits efficiently.
  • Knowledge of the current literature, trends, and developments in the field of planning specialization.
  • Ability to function in stressful circumstances and demonstrate the ability to adapt to changing priorities, deadlines, and directions.
  • Ability to effectively use MS Office Suite, GIS, permitting software, mapping tools and other County sanctioned software applications.
  • Ability to review plans and field conditions and apply provisions of ordinances and regulations to determine compliance.
  • Must be able to exercise tact and professionalism during confrontational situations, but also extend reasonable accommodation within the boundaries of the ordinances administered.

All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
