Established in 1805, the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. 1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a "response-ready" organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women's health
5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:
The New York City Health Department works every day to protect and promote the health of more than 8.5 million diverse New Yorkers. This includes centering health equity and racial justice in all the work the Agency does. To support this mission, the Bureau of Epidemiology Services (BES) conducts systematic data collection and monitoring, rigorous analysis, and effective data communication. BES seeks to provide accurate and timely public health data to inform decision-making, to optimize data use, and to ensure accurate analysis of health data. The Bureau is responsible for developing, collecting and facilitating the use of population-based surveillance survey data and other data sources; and providing support to DOHMH in study design, questionnaire development, and survey weighting. The NYC YRBS provides NYC KIDS is an important part of the Division of Epidemiology's bedrock health surveillance surveys, focusing on the health and emotional development New York City youth in grades 6, 8 and 9,12. YRBS data are critical for multiple City initiatives including student education. For example DOHMH runs the School-Based Testing and Education Program for Urban Populations in which students are given information derived from the YRBS. YRBS data are used as background for providers being trained in the care of Sexually Transmitted Diseases and are routinely included in Grand Round presentations to pediatricians and adolescent care providers. The DOHMH's New York City Teens Connection uses YRBS data to inform its CDC grant-funded teen pregnancy and Sexually Transmitted Disease prevention work. YRBS data will be used to evaluate the Sensible Tobacco Enforcement and Tobacco 21 laws. In addition, YRBS data have been used to inform the local service plan for the Mental Hygiene system that DOHMH submits to the state annually.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
-Oversee all aspects of the NYC YRBS - an annual survey of New York City public middle and high school students - including, but not limited to: -Developing the questionnaires in conjunction with other programs in DOHMH and the Commissioner of Health. -Coordination with the data collection vendor(s) (including managing budgets and invoicing), CDC, and DOE during all phases of the survey. -Developing the Institutional Review Board packages and progress reports; contributing to the training of data collectors and monitoring compliance with the DOHMH and DOE IRBs. -Managing and coordinating DOHMH/DOE assistance during data collection; and working with the Bureau's Data Branch to release the data once finalized
-Be the lead author or co-author of publications utilizing YRBS and other data.
-Create other useful products, such as fact sheets, using YRBS data for the schools.
-Support other activities of the Surveys and Data Analysis Unit including reviewing and pretesting questionnaires, providing consultations and trainings.
-Contribute to other work in the Bureau including evaluation of responses to RFPs.

Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
