ANNOUNCED FOR:
DEPARTMENT OF PROBATION, NASSAU COUNTY
SALARY: $44,294 - $92,343 (under the current collective bargaining agreement)

Provides direct care, supervision, counseling, and accountability for juveniles and/or young adults (ages 13-21) in the custody of the Nassau County Juvenile Detention Center; performs related duties as required.

Must be met on or before the closing date:

Training and Experience

1. Possession of a Bachelor's degree
and
A major or 24 credits in social work, counseling, education, recreation, criminal justice, psychology, biology, sociology, human services,
or
2. Possession of a Bachelor's degree
and
One year of satisfactory experience working directly with juveniles and/or young adults (ages 13-21) in a group, community, educational, or institutional setting or program performing recreational, detention, correctional, vocational, anti-violence work, or youth and young adult leadership development,
or
3. Possession of an Associate's degree or completion of 60 college credits
and
Three years of experience as outlined in option 2.
or
4. Graduation from high school
and
Five years of experience as outlined in option 2.

FINGERPRINTING: According to Civil Service Law and/or policy of this Commission, a background investigation (fingerprint check is required). A candidate's fingerprint check must be completed prior to having his or her name placed on an eligible list for certification. Pursuant to Chapter 548 of the laws of 1976, the Division of Criminal Justice Services requires each request for such search be accompanied by a fee. This fee must be submitted by the candidate. The fee is usually $75.00. The refusal of any candidate to submit the required fee shall, in itself, disqualify a candidate from being placed on an eligible list for certification. You will be instructed at the appropriate time when and how to submit payment.

APPLICATION FEE WAIVER: A waiver of application fee will be allowed if you are unemployed and primarily responsible for the support of a household. In addition, a waiver of application fee will be allowed if you are determined eligible for Medicaid, or receiving Supplemental Security Income payments, or Public Assistance (Temporary Assistance for Needy Families/Family Assistance or Safety Net Assistance) or are certified Job Training Partnership Act/Workforce Investment Act eligible through a State or local social service agency. Active-duty military service members and military veterans shall be exempt from the payment of application fees. All claims for application fee waiver are subject to verification.If you can verify eligibility for application fee waiver, when prompted to submit the application processing fee, choose the Fee Waiver option. Follow the directions regarding downloading and submitting the required fee waiver form.

TOTAL TIME ALLOWED FOR EXAMINATIONS HELD ON THIS DATE MAY NOT EXCEED EIGHT HOURS.
SUBJECT OF EXAMINATION: This examination will consist of two parts:
1. A multiple-choice written, and;
2. A qualifying Spanish language oral proficiency test.
Advising and interacting with others - These questions test for the ability to interact with other people in order to gather and present information and to provide assistance and advice in a courteous and professional manner.
Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
Working with youth - These questions test for the principles and practices of providing counseling, supervision and other services to youth. Questions may cover such topics as adolescent development, counseling, crisis intervention, interviewing, supervising and guiding youth, and working with families and community service providers.
Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
Test guide: The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. This publication is available online at: https://www.cs.ny.gov/testing/testguides.cfm.
NOTE: The use of a quiet, hand held solar or battery powered calculator is recommended for this examination. Devices with typewriter keyboards such as computers, spell-checkers, personal digital assistants, address books, language translators, dictionaries, and any similar devices are prohibited.

NOTE: CANDIDATES WHO ARE SUCCESSFUL ON THE WRITTEN PORTION OF THIS EXAMINATION WILL, AT A LATER DATE, BE REQUIRED TO SATISFACTORILY DEMONSTRATE THEIR FLUENCY WITH THE SPANISH LANGUAGE BY MEANS OF AN ORAL EXAMINATION.
THE LANGUAGE ORAL PROFICIENCY TEST is designed to evaluate the candidate's proficiency in the Spanish language, at the level appropriate for the position(s) being filled.
NOTE: An advanced working proficiency in Spanish (level 3) is required to pass this qualifying oral test. Candidates must be able to use the language fluently and accurately on all levels normally pertinent to professional needs. Candidates must also demonstrate the ability to understand and participate in any conversation with a high degree of fluency and precision of vocabulary, respond appropriately even in unfamiliar situations, and handle informal translation from and into the language. The key elements involved are fluency and accuracy of expression.
Only a sufficient number of candidates needed to fill the present vacancies will be called to take part in this qualifying portion of the examination. As additional vacancies occur, other candidates who were successful on the written portion of the examination will be invited to take the qualifying oral test.
Candidates must pass both parts of this examination in order to be eligible for appointment. This Language Oral Proficiency test is held on a pass-fail basis.

GENERAL INFORMATION

1. APPLYING: Inquiries should be directed to the Executive Director, Nassau County Civil Service Commission. The Commission does not accept responsibility for non-delivery or delivery delays of emails due to issues with your email account. The Commission reserves the right to reject for lateness or to accept applications filed after the advertised filing period.
2. TRAINING AND EXPERIENCE: The burden of establishing qualifications to the satisfaction of the Commission shall be upon the applicant. For the purpose of meeting the training and experience requirement of any examination, no credits shall be given for any work experience which is determined by the Commission to have been gained or acquired in violation of the provisions of the Civil Service Law.
Where required, certificates, licenses, and military separation papers (DD214) must be submitted with your application. Proof of claimed education, (copy of your high school diploma, Military, GED, New York State or comparable Equivalency Diploma) may be required to be submitted with the application. If education beyond high school is required, official transcripts must be submitted directly to us by the school
College education is considered at the rate of 30 credits completed per year.
For open competitive qualifications only, paid experience, if other than on a full time basis will be prorated.
Volunteer experience may be accepted if verifiable, and the experience claimed must have been in a structured program. Documentation signed by an official of the agency indicating hours per week, level of work, etc. must be provided.
Where additional experience may be substituted for an academic degree/diploma, the interpretation of the note, generally, is that for a full substitution, the underlying educational requirement for a Master's degree must be a Bachelor's degree; for a Bachelor's degree, it must be a High School Diploma/High School Equivalency Diploma; for a High School Diploma, it must be satisfactory completion of tenth or eighth grade education, as appropriate.
3. THE EXAMINATION: You must bring the official notice for admittance to the examination. Approved candidates will be notified when and where to appear for examination. If an application is rejected, the candidate will be notified.
CANDIDATES APPLYING FOR EXAMINATIONS ADMINISTERED BY OTHER JURISDICTIONS WITHIN, AND INCLUDING, NEW YORK STATE SHOULD CONTACT THIS OFFICE NO LESS THAN TWO WEEKS BEFORE THE DATE OF THE WRITTEN TEST AS IT OTHERWISE MAY NOT BE POSSIBLE TO MAKE ARRANGEMENTS. FAILURE TO PROVIDE SUCH INFORMATION MAY RESULT IN DISQUALIFICATION FROM ONE OR MORE EXAMINATIONS IN THE SERIES.
Candidates may be fingerprinted at the time of the examination and subsequent thereto, as required.
Total time allowed for examinations held on a particular date may not exceed eight hours.
Alternate examination date requests must be made to this Commission as soon as the conflict/problem arises; documentation is required, and will be reviewed against established criteria. In the event of illness, written verification from a professional health care provider is required. Generally, the alternate date that examinations can be administered is no later than the Friday following the original test date.
