The Idaho Department of Health and Welfare is currently seeking a Wor kforce Director for the Division of Public Health . This is a l imited-service position and is based out of the Central Office in downtown Boise, Idaho. Telework is available with a hybrid option. This is an exciting new position and is the division's culture and workforce strategist responsible for understanding the pulse of the division and employee well-being using qualitative and quantitative data. You will work closely with Human Resources and leadership to implement strategies focused on building a supportive, people-focused culture , including hiring, retaining, and sustaining the Public Health workforce. In addition, this position will provide workforce training consultation, coaching, and mentoring to staff. Our generous benefits package increases the total compensation of a full-time (benefits eligible) Planner, Senior making $33.00/hour to an estimated $46.11/hour.
This is a limited-service position. Length of limited-service appointments are determined by the availability of funds such as grants, alternative funding sources and/or timeframes such as pilot projects, alternative funding sources or program termination.

+ Assess the division's culture, core values, innovation, and engagement
+ Gather workforce analytics to forecast staffing needs
+ Participate in hiring decisions and work with partners to identify alternatives to direct hiring such as interns and fellowships
+ Gather ideas from staff on how to meet operational needs of their programs
+ Work with Human Resources to develop and support strategies that foster a healthy culture and employee well-being
+ Identify additional resources to sustain workforce infrastructure
+ Work with Human Resources to identify ways to expand reach of applicants for positions in the division
+ Lead the division toward a more equitable and diverse workforce
+ Work with Human Resources and Public Health leadership to identify options to hire staff more rapidly
+ Work with Human Resources to train existing staff on recruitment efforts
+ Expand partnerships with universities and others to grow the Public Health workforce through career pathways and pipelines
+ Work with Public Health leadership to review classifications and identify areas for career ladders/pay scale options
+ Expand opportunities to promote from within and provide leadership tracks
+ Work with the division's Wellness Committee to address burnout, work-life balance, and job satisfaction
+ Strengthen employee engagement programs
+ Lead the Workforce Development Taskforce to update, promote and implement the Workforce Development Plan
+ Gather staff input in strategic planning and workforce initiatives
+ Utilize results from s urveys, exit interviews, and staff input to identify and prioritize training needs
+ Contract with workforce trainer to implement trainings
+ Establish and implement a schedule to host regular learn opportunities (Hot Topics webinars) for all staff
+ Implement a Succession Framework for the division

+ Good knowledge of general principles and techniques of research, data collection and analysis as applied to government planning.
+ Good knowledge of planning principles in State and local government including measurement processes/methods for assessing progress toward goals and objectives.
+ Some knowledge of State and local government organization structure, functions, and decision-making processes.
