WILDLIFE HABITAT FIELD CREW SUPERVISOR

Job Summary:

This position will ensure that the project NPA compliance is being adhered to through use of a completed EAC, and that no deviations are allowed. This position supervises internal crews and inspecting and interacting with external contractors. The Field Crew Supervisor will be involved in many facets of the Development Branch's Habitat Enhancement Section. This includes directly supervising Crew Leaders and being a second-line supervisor to Wildlife Habitat Construction Technicians (Techs). Also, to conduct initial habitat project site visits, inspecting, enforcing Department Wildlife Water Catchment Construction Standards on externally-hired volunteers and contractors. The position will also oversee the daily operations and maintenance of the vehicles and equipment used by the Development Crew. Specifically, this position will facilitate all facets of the mobilization of the internal Field Crew, making sure that OSHA job site safety, project scope of work and logistics of an assigned project are completely understood and implemented. Responsibilities as an inspector for external contractors will be to ensure the project NEPA compliance is maintained, Department Wildlife Water Construction Standards and OSHA Construction Safety Standards are being met, and that the esthetic appearance of finished projects meets the expectations of the Department.

 

Job Duties:

Major duties include:
- Supervise Habitat Enhancement Crew Leaders: evaluating Crew Leader work goals and document activities; approves payroll, leave time and work schedule changes for Crew Leaders and concur on similar requests of the Technicians; monitor required training needs and coordinate completion
- Inspect external contractors hired to install Department habitat enhancement infrastructure; become familiar with and enforce Department Wildlife Water Construction Standards on those contractors; along with all NEPA and Department environmental compliance; camp in remote locations for extended periods of time.
- Maintain inventory list and load materials for upcoming projects based on materials list for delivery; prepare and administer Field Crew emergency Response Plans and Project Risk Assessment at safety briefings at the beginning of each Field Crew work period; maintain Op's yard and shop areas
- Acquire OSHA 30 Construction Standards Certification to maintain those standards on Department construction projects including but not limited to; Excavations, soil types, trenching, confined spaces, helicopter operations, equipment operation, hand and power tool operation, pneumatic tools operation, silica exposure, tripping/impalement and job site housekeeping
- Maintain relevant construction industry training and stay informed on topics related Department habitat enhancement
- Maintain a Class A commercial Driver's License with air brake and tanker endorsements.
- Perform other duties as assigned

Knowledge, Skills & Abilities (KSAs):

The candidate will have knowledge of/in: general construction practices, including but not limited to excavating, building erection, plumbing, fence building, welding, concrete work, landscaping and all aspects of construction safety; Supervision, mentorship, delegation; National Environmental Policy Act (NEPA); geographical lay-out of the state of Arizona; computer and smartphone operation.
The candidate will have skill in: use in laser level/ transom/builders level and rod, operate class IV and V forklifts and skid-steer loaders, operation of vehicles above 26,000 GVWR requiring a commercial driver's license; basic plumbing; use of hand and power tools, pneumatic tools, mixing and pouring concrete and welding using both a stick and MIG welders; loading, unloading, securing and hauling heavy loads on trailers; off-road driving; basic computer skills; written communication; construction project management, job site safety, inspection of work quality; outdoor living, camping, survival and use of maps and G.P.S. devices.

Selective Preference(s):

The preferred candidate will have construction site/project management experience and experience in supervision of construction crews.

Pre-Employment Requirements:

Position requires possession of and the ability to retain a current, valid, state-issued commercial driver's license (Class A) appropriate to the assignment with air brakes and tanker endorsement (must be obtained within 6 months of appointment). Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
Position requires OSHA 30 Construction Standards Certification and Class 5 Forklift Certification (must be obtained within 1 year of appointment).
