Job Summary
Under the direction of the Family Public Health Director, manages and participates in the development, organization, and implementation of the Women, Infants, and Children (WIC) program. Directs and leads WIC staff.

Primary Duties & Responsibilities
  • In collaboration with the Family Public Health Director, promote the 10 essential public health services.
  • Ensure minimum program requirements and Michigan Local Public Health Accreditation standards are met.
  • Ensure program structures and processes are consistent with State and Federal guidelines (including HIPAA).
  • Develop, implement, and review WIC plans as requested by State and other funding agencies including development of objectives, strategies, program manual, contracts, annual plans, and outcome evaluations.
  • Assist Family Public Health Director in supervising staff to assure a high quality of professional service and monitor performance in relation to goals and objectives. Ensure that there is adequate professional development and in-service training for all staff. Oversee and participate in continuing in-service education activities.
  • Work collaboratively with and provide input to the Family Public Health Director and finance staff responsible for administrative issues such as billing, reporting, purchasing, and WIC flow.
  • Collaborate and coordinate WIC services, including Breastfeeding Support Services and immunization services with program partners and CCPHD staff.
  • Coordinate outreach efforts for WIC.
  • Monitor, review, and track data and activity reports, and responsible for timely and accurate submission of reports to funding sources.
  • Work collaboratively with and provide input to the Family Public Health Director and finance staff responsible for administrative issues such as billing, reporting, and purchasing.
  • Coordinate with Deputy Health Officer on development of grant requests and project proposals and seek alternative sources of funding. Act as grant administrator for WIC and maintain positive relationships with grantor agencies.
  • Maintain and develop relationships and work collaboratively with staff, service providers, and community partners on planning and resource development efforts.
  • Ensure all program-specific policies and procedures are up-to-date and meet the current standard of practice.
General Duties and Responsibilities
  • Assist the Family Public Health Director in the facilitation of department staff meetings, agenda development, program updates, WIC flow changes, etc.
  • Facilitate team and participate in general staff meetings.
  • Participate in public health quality programs (e.g., Quality Improvement, Quality Assurance, Quality Control).
  • Participation in emergency exercises and training required.
  • Maintains the knowledge, skills, and ability to perform duties of all WIC staff positions.
  • Assess own needs for professional growth and participates in education that increases knowledge and skills in area of responsibilities.
  • Adhere to established policies and procedures and maintains client confidentiality.
  • Perform other duties as assigned.

Qualifications
  • Bachelor's degree required. Preferred degree is in a health-related profession, such as dietetics, nutrition, or nursing.
  • One to three years of program management, including supervisory experience, with skills in related field necessary to effectively manage the daily operations and administration of programs.
  • Excellent interpersonal and human relations skills.
  • Ability to multi-task simultaneous projects requiring concentration and attention to detail with frequent distractions due to people and/or telephone calls.
  • Required to handle pressures related to meeting deadlines, fulfilling scheduling requirements, dealing with concerned citizens and employees.
  • A valid Michigan driver's license and an acceptable driving record.

  • Travel may be required.
  • May have contact with infectious disease and exposure to bloodborne pathogens.
  • On-call availability to respond to emergencies (e.g., program-related and public health emergencies).
  • Extended workdays (beyond 8 hours/day) and weekends or holidays may be required.
  • May encounter threatening people and other dangerous situations.
