Job Duties

DMV seeks to fill the Weigh Station Manager position at our Dahlgren Scales Motor Carrier Service Center. The Weigh Station Manager will ensure motorists' safety and protect Virginia's highways by monitoring overweight and oversized trucks. This position interacts with State Police, local law enforcement personnel, and officials to ensure safety and weighing policies and procedures regarding Virginia's size and weight laws are enforced safely and professionally.
Duties include:

  • Responsible for the planning, managing, and coordinating operations for a permanent weighing facility.
  • Supervision of personnel, budget, and maintenance of equipment and properties.
  • Training, safety, and employee performance relative to implementing regulations, laws, policies, and procedures.
  • Overseeing OMV service functions for liquidated damage payments, reinstating suspended drivers, and running transcripts.
  • Act as a technician to maintain a designated schedule and keep the operation operational.
  • The working manager will rotate on the schedule to maintain the facility's operation.

Minimum Qualifications

Considerable knowledge of:

  • Customer service management and practices
  • Cash management, inventory control methods and procedures, PCs, Microsoft Office products, performance
    management, process improvement principles, HR management, facilities management, customer service
    practices, computer systems, and databases.
  • The Motor Carrier Size, Weight & Equipment Requirements Manual and the policies, procedures and
    operations for weighing trucks.

Working knowledge of:

  • Data analysis and evaluation techniques
  • Personal computers, databases, and IT systems
  • Microsoft Office products, including Word, Excel, Outlook, etc.
  • Accounting practices and procedures
  • Financial Management
  • Process improvement principles
  • Managing cash and non-cash assets, expenditures, and revenues
  • Knowledge of the Freedom of Information Act, the Privacy Protection Act, the Motor Vehicle Code of Virginia,
    and OMV policies and procedures related to MCSC operations.
  • Communication, organizational, analytical, problem-solving, motivational, and planning skills.
  • Effective oral and written communication skills necessary to communicate with all levels of internal and
    external team members and customers.

Proven ability to:

  • Analyze and evaluate operational performance to ensure established goals and targets are met; develop
    strategies and implement operational strategies for improving performance; read, interpret, apply, and
    explain complex statutes such as the Motor Carrier Size, Weight & Equipment Requirements Manual, and
    other rules, laws, regulations, policies, and procedures used in the motor carrier customer service centers.
  • Plan the scheduling of a 24-hour Weigh Station and random mobile operations; can move portable
    scales (-50 pounds); and have the ability to manage and account for revenues and expenditures accurately.
  • Perform the task of sampling diesel fuel from vehicles' fuel tanks to determine whether or not
    dyed diesel fuel is present in the fuel tanks of inspected vehicles; correctly record data and secure
    fuel samples when dyed fuel is suspected, following the chain of evidence procedures.
  • Testify in court on disputed citations and provide expert witness testimony as required.
  • Adjust priorities and manage time wisely in a fast-paced environment.
  • Analyze data and make recommendations for improvements; prepare spreadsheets if needed to develop
    management reports.
  • Communicate in a clear, concise, understandable manner; listen attentively to others to understand new
    directives and provide instructions to employees on changes.
  • Maintain records and documentation about workforce performance; to develop and train, build working
    relationships, utilize staff skills, conduct meetings, make presentations, and promote a team environment.

Additional Considerations

  • Knowledge of truck weighing procedures and policies, related Virginia and federal laws, and the Motor Vehicle Code of Virginia.
    Truck weighing experience.
