The Department of Public Works and Environmental Services (DPWES) is looking for a Web Services Developer (Internet/Intranet Architect II) to design, implement, and maintain the department’s Internet website and Intranet SharePoint sites.

The Director’s Office provides support for all business areas of DPWES. Responsible for communication and public engagement, information technology, safety, emergency planning, and human resource policy oversight, the Director’s Office is foundational for the department's success in delivering quality and equitable services to our community.
This position works in DPWES Information Technology, located in the Fairfax County Government Center.
You should be a self-starter, able to adapt and adopt new technologies, have excellent analytical abilities, outstanding business acumen and judgement, intense curiosity, strong technical and creativity skills, and excellent written and verbal skills. You will work with business owners and technical teams to understand and define requirements and then deliver operable solutions. Above all, you should be passionate and creative in designing websites that visually express and translate business requirements to transform web user experiences. Your work will have a direct impact on the department’s effectiveness, supporting our residents and improving internal efficiency. Responsibilities:
  • Collaborate with business stakeholders and technical teams to define and understand business requirements, contribute fresh ideas, and make recommendations regarding website design and web application solutions and procedures.
  • Support the senior web architect to develop websites that are useful, accurate, easy to use and navigate, attractive, dynamic, and interactive for our public and internal customers.
  • Develop and redesign webpages to streamline our department’s Internet and Intranet website presence, optimize user experience (UX) and employ Search Engine Optimization (SEO) best practices.
  • Quality Assure (QA) and test all content and services to confirm elements function correctly.
  • Identify areas of opportunity where the use of Web Services tools can be introduced or expanded to improve customer experience and service capabilities, and improve business operations process workflows by designing, proposing, and implementing solution recommendations.
  • Design SharePoint Online sites by collaborating with users to understand their business needs for the local site, page navigation structure, document libraries and folder structure, list templates, metadata architecture, and sharing scope.
  • Develop and maintain the SharePoint Online sites and components in accordance with the design and manage permission access control.
  • Onboard and educate users to ensure adoption aligns with the intended use of SharePoint Online capabilities.
  • Utilize front-end web technologies (e.g., HTML5, CSS, JavaScript, jQuery, etc.) to develop and deliver web application services and improve process workflows.
  • Document solutions and procedures for maintenance and sustainability of delivered solutions.

Illustrative Duties

  • Provides operational, technical, and administrative support to the county Internet and intranet activities, to include website application and page development, server support, administration and configuration;
  • Analyzes, designs, develops, and supports web-based applications for both Internet and intranet environments, including needs assessments, programming, testing/acceptance, training, security, performance, and ongoing support;
  • Develops Internet/intranet pages, sites, and applications using software applications such as Adobe, Acrobat, ASP, HTML, etc.;
  • Analyzes integration of the Internet/Web technology with existing or new enterprise applications, databases, client/server systems, and other platforms;
  • Provides assistance to departments and agencies for analysis and development of their own Web-based applications and provides training as required;
  • Analyzes, designs, develops, and supports page and site design for Internet and intranet environments following established standards in HTML and website using Internet development tools;
  • Maintains Web pages and sites, including periodic updates to content and appearance as necessary;
  • Develops guidelines for page and site design and configuration;
  • Applies DIT Lifecycle development methodology;
  • Provides assistance to other departments and agencies for analysis and development of their own Web pages and public access transactions;
  • Maintains a working knowledge of Internet/intranet software applications;
  • Researches and evaluates new Internet-related technologies to determine applicability to county initiatives and projects;
  • Obtains and maintains reports access and performance statistics using site analysis tools;
  • Documents sites as they are developed;
  • Provides required training;
  • Assists other county departments/agencies in developing plans for the use of the
  • Internet/intranet;
  • Develops and maintains relationships with other organizations that have websites;
  • Provides assistance to other staff as needed;
  • May provide training, guidance, and assistance to less experienced architects;
  • Applies approved standards to Web-based content and applications.

Required Knowledge Skills and Abilities

  • Knowledge of programming language such as VB Script, HTML, Java, Javascript;
  • Knowledge of current software such as Windows NT, Microsoft internet products, ASP, Web browsers, and graphic imaging tools;
  • Ability to develop and implement new and innovative Internet/Intranet-related methods, techniques, and procedures;
  • Ability to design Web pages;
  • Ability to write comprehensible user system documentation;

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Completion of an associate degree with course work in computer science or graphic arts; plus Internet/intranet experience that is demonstrated by the completion of at least two projects using platforms and technologies listed in the preferred qualifications section of the job announcement, or two years of ongoing Internet/intranet development or support tasks. An industry recognized certification may be substituted for some of the experience that is required.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:

  • Bachelor's degree or equivalent in Computer Science, Information Systems, or related fields
  • Demonstrated experience of current best practices in Web Services architecture/design, usability, and accessibility
  • 4+ years in demonstrated experience with web programming languages (e.g., HTML5, CSS, JavaScript, and jQuery)
  • 2+ years in demonstrated experience creating and supporting sites using SharePoint Online
  • 2+ years in demonstrated experience developing web forms and workflows to extend functionality
  • Demonstrated experience using Adobe Suite (e.g., Acrobat, Photoshop) or similar PDF and Photo management tools
  • Familiarity with WCAG Section 508 ADA compliance guidelines and AP Style
  • Experience with Drupal Content Management System
  • Experience with Microsoft Power Platform (e.g., Power BI, Power Apps and Power Automate)
  • Knowledge of ASP.net and .NET framework
  • Excellent verbal and written communication skills to effectively communicate with both business and technical teams.
