Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-09 To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, GS-7. Specialized experience for this position includes: Experience analyzing, evaluating and making recommendations to problems affecting large websites. Experience planning and analyzing policy in the assessment and improvement of management processes and systems. Experience using web publishing technologies, to create and publish content using a WYSIWYG editor or equivalent. Experience with web best practices including user experience, responsive platforms and accessibility standards to ensure the website is optimized for the user experience. Experience producing and formatting web content with attention to detail to perform quality assurance reviews. Experience developing websites and to discuss and report problems with appropriate experts, and to follow procedures governing the planning and delivery of web products. Experience with oral and written communication to articulate findings and prepare reports.

You may substitute education for specialized experience as follows: a Master's or equivalent graduate degree in a related field of study at an accredited college or university.OR2 full years of progressively higher-level graduate education leading to a degree in a related field of study.

Experience with web best practices including user experience, responsive platforms, cross browser platform testing and accessibility standards to ensure the website is optimized for the user experience. Experience producing and formatting web content, articles and other online content with attention to detail to perform quality assurance reviews. Experience developing websites and to discuss and resolve problems with appropriate experts, and to follow procedures governing the planning and delivery of web products and to make recommendations on critical issues affecting web production. Experience with oral and written communication to articulate findings and prepare reports.

Experience planning and analyzing policy in the assessment and improvement of program effectiveness and management processes and systems. Experience using web publishing technologies, to create and publish content using a WYSIWYG editor or equivalent; and hand coding and troubleshooting HTML markup. Experience with web best practices including search engine optimization, user experience, responsive platforms, cross browser platform testing and accessibility standards to ensure the website is optimized for the user experience. Experience producing and formatting web content, articles and other online content with attention to detail to perform quality assurance reviews. Experience developing websites and to discuss and resolve problems with appropriate experts, and to follow procedures governing the planning and delivery of web products and to make recommendations on critical issues affecting web production. Experience with oral and written communication to articulate findings and prepare reports.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

Education: A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
