The Web Administrator operates in the Information Systems and Community Affairs departments, supporting the communication branch of the City of Westerville. This position is responsible for multimedia development, outreach and strategic planning to promote social engagement and public relations, with special emphasis on web and digital properties.
The Web Administrator coordinates, develops and creates digital content, including the public City website and internal Intranet.
Work requires graphic design proficiency, advanced new and emerging media skills, a strong work ethic and independent judgment. Work involves significant contact with the City's organizational branding and social networks. This position is responsible for the promotion and marketing measurement of department activities and programs via digital media platforms.
Collaborates with all City Departments/Divisions and administrative functions to coordinate, develop, and create digital content. Oversees website and Intranet design and content. Coordinates web-based application development and implementation, including daily maintenance and updating of websites. Provides analysis and studies of the internal and external customer experience for web pages and applications.
SUPERVISION
Reports to the Community Affairs Director/Chief Information Officer.
ESSENTIAL FUNCTIONS OF WORK
Develops policy for all digital properties, internal and external.
Measures, analyzes and reports the performance of the City's digital media platforms.
Monitors website security issues and maintains backup/recovery plans.
Constantly improve the usability, design and content delivery of City websites.
Remains available 24/7 and responds to post/edit emergency and critical information on the City's digital media platforms.
Deep understanding of web technologies: Proficiency in HTML, CSS, JavaScript and modern frameworks like React or Vue.js.
Staying updated on emerging technologies.
Mobile-first approach: Ensuring websites are responsive and optimized for various screen sizes is non-negotiable.
Accessibility compliance: Websites should be accessible to everyone, regardless of abilities. Understanding and implementing WCAG guidelines.
Emerging trends awareness: Staying ahead of the curve in design trends, like AI Bots, dark mode and voice interfaces.
Collaborative approach: Work closely with clients, developers and content creators throughout the process.
Cybersecurity: Understanding and implementing NIST Cybersecurity Framework (CSF) controls is essential for secure websites.
Performance optimization: Ensuring fast loading times and smooth website performance for user engagement and SEO.
Content strategy and integration: Understanding how content plays into the web experience and collaborating with content creators.
Data Privacy Compliance: Adhere to data privacy regulations like GDPR and CCPA to protect citizen information.
Agile Methodology: Agile methodologies for flexible, collaborative project management.
Clear Communication: Regular communication with stakeholders throughout the project to ensure alignment and minimize surprises.
Project Management Tools: Utilizing project management tools for collaboration, task tracking and budget control.
MINIMUM REQUIREMENTS OF WORK
Bachelor's Degree in Web Design, Visual Communication Design, or other relevant field, extensive commercial web development experience, experience with web-based social marketing skills, or any equivalent combination of education and five years of experience.
Knowledge of layout principles, aesthetic design concepts, and web-based practices.
Proficient in the use of Adobe Creative Suite
Skill in the use of web-based markup languages, HTML, CSS, JavaScript, CMS, WordPress and SEO architecture.
Ability to collaborate, listen, and present solutions to people.
Ability to develop and deploy solutions in a rapid, fast-paced environment.
Ability to manage creative processes.
HEALTH BENEFITS
Employees pay 15% of the monthly medical insurance premium though United Healthcare which includes prescription coverage. Employee, Employee plus child(ren), Employee plus spouse and family coverage is available. However, a spouse who has affordable health care coverage through their employer must elect that coverage as primary. The City health care plan is a high deductible healthcare plan.
HEALTH SAVINGS ACCOUNT
Annually, the City will deposit 85% of your health insurance deductible amount into an HSA account in your name.
VISION AND DENTAL
The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.
LIFE INSURANCE
The City pays 100% of the premium on a $100,000 life insurance policy for employee and $10,000 for spouse and $5,000 for child.
RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.
VACATION
New employees accrue two weeks of paid vacation every year. Vacation time increases with length of service time.
PERSONAL LEAVE
Employees receive 6 prorated days of personal leave annually.
