Job description

The Weatherization Director works under the general direction of NEK-CAP,Inc’s Executive Director, following the Kansas Weatherization State Plan to successfully complete weatherization grants of DOE and LIEAP for the lower income, elderly and homes occupied by those with disabilities. The Weatherization Director is responsible for all administrative and managerial operations within the weatherization department. The Weatherization Director oversees the day-to-day operations of all weatherization staff, including assigning work tasks and setting deadlines. The Director has direct contact with clients, contractors, and state monitors. This position is responsible for the financial oversight of the Weatherization Department including the balance of each grant’s expenditures (DOE & LIEAP) on a monthly basis.

DUTIES AND RESPONSIBILITIES:
• Supervise the Weatherization Department while following the Kansas Weatherization Assistance Program and NEK-CAP, Inc. Policy Manual.
• Review and evaluate the work of Weatherization Department employees.
• Ensure client satisfaction of weatherization standards under the KWAP State Plan priority list of weatherization measures and qualifications.
• Monitor grant accounts and be accountable for the individual grants’ expenditures in conjunction with NEK-CAP, Inc. fiscal department.
• Maintain a clear line of communication between weatherization and other NEK-CAP, Inc. departments.
• Effectively communicate with the Kansas Housing Resources Corporation on grants administrated by the NEK-CAP, Inc. Weatherization Department.
• Maintain effective communication between and with other Kansas Weatherization Departments.
• Make clear and firm decisions in the best interest of NEK-CAP, Inc. when the situation requires such decisions.
• Prepare and submit in a timely manner all Weatherization Grants.
• Oversee office procedures, file records, and reports.
• Monitor waiting list.
• Effectively communicate to contractors the standard and level of work required by NEK-CAP, Inc. Weatherization program.
• Prepare, review, and sign all reports required by state and federal regulatory agencies in a timely manner.
• Prepare NEK-CAP, Inc. monthly reports for Board of Directors.
• Review work performed by contractors and authorize payments to contractors.
• Maintain vehicle maintenance logs.
• Maintain up to date records on contractors, insurance, and certification information.
• Submit and approve Purchase orders/Travel requests for the department
• Assist with state monitoring.
• Oversight of Hancock entries and work with the Fiscal Department on balancing each job at the end of the month.
• Verify the accuracy of timesheets.
• Administer FTHB inspection invoices as the pass-through entity between KHRC and contracted Inspectors.
• Assist with other duties as assigned by Executive Director.

QUALIFICATIONS:
• Bachelor’s Degree (preferred) or equivalent work experience in related field.
• Three years’ experience in residential construction or three years’ experience in residential inspections,
two years’ experience in a supervisory capacity.
• Excellent written and communication skills as well as public relations.
• Must have Microsoft Office and office equipment experience.
• Must be self-motivated and able to work with limited supervision.
• Three years’ experience in social services programs (preferred).
• Must be able to sit for long periods of time.
• Willing to travel overnight and have a valid driver’s license.
• Capable of working in dusty conditions, including short-term exposure to various insulating materials.
Physical Requirements/Work Environment
While performing the duties of this job, the employee is regularly required to talk or hear. Be able to go up and down stairs while carrying work related materials or other objects. Specific vision abilities required by this job include close vision, color vision, and ability to adjust focus. Must be able to climb ladders, work in small tight locations such as attics, and under houses. The environment can be dirty, dusty and contain insulation and other building materials that be in the air. Must be able to work in cold, hot, and wet climates due to seasonal changes.
