$112,782 - $150,564

DESCRIPTION

The Water Utilities Operations Manager will manage the Utility Services section within the Municipal Utilities Department.


Duties include, but are not limited to the following:

  • Select, train, motivate, track, assign, and oversee the work of staff; establish schedules and methods for work performed; and ensure adherence to proper workgroup procedures and policies;
  • Monitor and prepare section-level budgets and supervise cost analyses and budget requests;
  • Develop, coordinate, and author policies, procedures, and programs relating to the implementation of system operations according to City ordinances and state, local, and federal regulations;
  • Analyze data, complete feasibility studies, review designs for system modifications, review plans, and administer contracts;
  • Oversee preventative maintenance planning and ensure generally accepted industry asset management standards are used;
  • Assist with development of in-service and on-the-job training strategies for staff;
  • Investigate and resolve technical or public relations problems.


MINIMUM QUALIFICATIONS

Work Experience:

Requires four (4) years of operational, regulatory, infrastructure planning, or asset management experience in a water and/or wastewater utility, including two (2) years of recent supervisory level responsibility.

Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant’s full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience.


Education:

Requires the equivalent to a bachelor’s degree from an accredited college or university with major course work in chemistry, civil engineering, environmental science, bacteriology, biology, water or wastewater treatment, public administration or degree related to the core functions of this position. A master’s degree is preferred.

The term “equivalent” means that directly related work experience exceeding the required work experience will substitute in equal time increments for college-level education, for example: one year of additional directly related work experience will substitute for one year of college education (30 credit hours).

Certification, Licenses, and/or Registrations:

  • Possession of a valid driver’s license.
  • Possession of two (2) Grade 2 Arizona Department of Environmental Quality (ADEQ) Certifications (or reciprocity) in Water Distribution, Wastewater Collection, Water Treatment, and/or Wastewater Treatment.
  • Possession of an ADEQ Grade 4 Water Distribution Operator Certification and Wastewater Collection Operator Certification is preferred.
