General Statement of the Job & Essential Functions
Under general supervision, this position performs responsible technical work in the operation of the Water Treatment Plant.. Licensed operator will have designation as an operator in "responsible charge" requiring the operator to have the duty and authority to operate a waterworks. Reports to the Water Plant Operation Superintendent.
ESSENTIAL JOB FUNCTIONS
Monitors quantity and quality of treatment processes to ensure operations are within parameters; monitors all charts for flow, turbidity, pH levels, tank level and chlorine residuals to ensure proper plant operation; performs walk-through inspections once every two hours; provides training to Treatment Plant Operators and other staff, as directed; and responsible for serving as the lead worker.
Collects and evaluates water samples at each stage of treatment; examines, calibrates, and performs routine maintenance on chemical feed systems, on-line analytical equipment, including turbid meters, pH meters, chlorine residual analyzer and control applications for various treatment processes; loads chemical feeders; prepares graphs; performs minor maintenance to chemical feed systems.
Regulates raw water and distribution flow rates; operates and maintains mechanical equipment such as meters, pumps, filters and feeders; backwashes filters as necessary; maintains daily operational data on pumps, chemical feeders, filters, meters, etc.; performs filter drawdowns, exercises generators, and maintains sludge tank system alarm; calculates chemical dosages and mixes solution.
Reviews shift reports, bench sheets and laboratory reports for previous shift operations; examines test results provided by the laboratory; performs data entry of monthly production reports and assists in preparation of State regulated production and well pump-age reports.
Maintains daily records for filter runs, chemical inventories, operating logs, meter readings and pump-ages; maintains accurate and complete records on various aspects of Water Treatment; performs required laboratory tests to ensure proper treatment; obtains lake levels.
Conducts inspections of plant equipment; exercises deep wells; checks equipment operations; reports mechanical problems to supervisors for action; receives equipment and product deliveries, prepares inventory and stores chemicals; and complies with all regulations and guidelines of the Virginia Department of Health (VDH) and United States Environmental Protection Agency (USEPA) governing the Department of Public Utilities.
Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department needs.

Education, Experience & Special Requirements
Vocational or technical diploma in Water Treatment or a related field, and 6 to 9 years experience in Water Treatment operations; or any equivalent combination of training and experience which provides the required education and experience.
SPECIAL REQUIREMENTS
An acceptable general background check to include a local and state criminal history check.
Certification as a Class I Waterworks Operator by the Commonwealth of Virginia.
Requires satisfactory results from a pre-employment medical evaluation and pre-employment substance abuse testing and is subject to random alcohol and controlled substance testing.
Required to wear on-line self-contained breathing apparatus (SCBA) during the offloading of ammonia during chemical deliveries.
Must comply with application and renewal procedures of the United States Environmental Protection Agency for required licensure, including required disclosure of conviction and disciplinary actions. Such information may result in license denial, suspension, or revocation and discontinuance of employment due to required licensure.
Position is considered "essential" and must report to work as scheduled regardless of inclement weather or other emergency; employee may be required to work a rotating shift and will be "on call" during some off-duty hours.
