Job description

This position in the Water Supply Bureau - Water Supply Planning section is responsible for participating in and supporting development of each of the five SFWMD Water Supply Plan Updates in coordination with the Plan Manager. This involves assisting each Plan Manager in creating the overall schedule for completion of the plans, coordinating the groundwater and surface water modeling in support of the plans, coordinating with other areas of the District in the analyses needed for the plans, gathering and evaluating data as needed, suggesting solutions to identified issues, planning stakeholder meetings and public workshops and coordinating the writing and editing of plan documents to meet established schedules. This position will also assist with development of utility information and profiles.
Assist with development of WATER SUPPLY plan update schedules to incorporate all necessary components including resource evaluation, hydrologic modeling, MFL review, CERP project updates, population and demand projections, water conservation potential, climate resiliency, stakeholder meetings, public workshops, document development, internal and external review, and presentations to the SFWMD Governing Board and other entities.
Assist in coordination of surface water and groundwater modeling efforts to ensure Water Supply issues and concerns are addressed, data is accurate, and the results are communicated clearly. Assist in coordination with all staff involved in the WATER SUPPLY plan updates to ensure they are aware of their responsibilities and due dates. Follow-up to ensure issues are addressed promptly and adhere to the schedules.
Support the planning of stakeholder meetings and public workshops related to WATER SUPPLY plan updates. This includes the preparation of some presentations and assistance with other presentations. Participate in internal and stakeholder meetings, and confer with District staff, local government and utility planners, stakeholders, and consultants. Become knowledgeable of WATER SUPPLY related statutes, rules, and emerging issues and concerns, including operational changes to South Florida’s regional system (Central and Southern Florida Project). Support role for technical review and analysis of the WATER SUPPLY components for CERP projects.
Work with the Technical Editor to ensure written sections are received on time, questions are addressed, and draft planning documents are ready for internal and stakeholder reviews. Assist in evaluating internal and stakeholder comments received and in coordination with management and preparing responses to those comments.
Work with the Water Supply Utility Specialist to remain current on utility issues in each planning region. This includes population and demand projections, changes and modifications to Water Use Permits, Water Supply Facility Work Plans, and WATER SUPPLY related projects. Assist with the coordination internally and with stakeholders on the implementation of the plan recommendations and track this progress.
Employment Guidelines:
Engineering Specialist 4, Scientist 4 or Project Manager:
Engineering Specialist 4: Bachelor’s Degree in Engineering, Geology, Hydrogeology, Hydrology, or related sciences with 4 or more years of related experience and continues the process for attaining State of Florida Professional Engineer license by receipt of Engineer-in-Training (EIT) designation.
OR
Scientist 4: Bachelor’s Degree in Engineering, Geology, Hydrogeology, Hydrology, or related sciences with 4 or more years of related experience.
OR
Project Manager: Bachelor’s Degree in Engineering, Geology, Hydrogeology, Hydrology, or related sciences with 4 or more years of related experience. Prior experience is a blend of project management and business/line department roles (i.e., Science, Engineering, IT, etc.).
This Position may also be filled at the Secondary Level of Engineering Specialist 3 or Scientist 3.
Engineering Specialist 3: Bachelor’s Degree in Engineering, Geology, Hydrogeology, Hydrology, or related sciences with 2 or more years of related experience and continues the process for attaining State of Florida Professional Engineer license by receipt of Engineer-in-Training (EIT) designation.
Scientist 3: Bachelor’s Degree in Engineering, Geology, Hydrogeology, Hydrology, or related sciences with 2 or more years of related experience.
Knowledge of the public utilities, agricultural interests and regional WATER SUPPLY issues, and the WATER SUPPLY PLANNING requirements of Chapter 373 of the Florida Statutes preferred.
Candidates must demonstrate the ability to work on multiple projects concurrently, to deal with deadlines, and effectively communicate both written and verbally. Successful performance of this position requires teamwork of the planning team, the ability to work cooperatively with District staff and other agencies, and the skill to self-manage the workload.
Expertise with Microsoft Word, Excel and PowerPoint.
License/Certifications:
Valid State of Florida Driver’s License is required.
Physical Requirements/Working Environment:
Due to the District’s response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
