Herbert, Rowland & Grubic, Inc. (HRG) is an employee-owned, nationally recognized consulting engineering, planning, and infrastructure solutions firm.
 

We are actively seeking a Water Quality Specialist to join our dedicated team of professionals in York, PA. As a Water Quality Specialist, key responsibilities include:

  Experience in the layout, design, and inspections of ag conservation best management practices

Develop planning studies and reports in support of new and updated plans, programs, and regulations, especially regarding Chesapeake Bay Phase 3 Watershed Implementation Plan (Phase 3 WIP) countywide action plans (CAPs)

Collects a variety of statistical data and prepares reports and maps on topics such as census information, land use, tax base data, urbanized area, impaired watersheds, agricultural best management practice (BMP), and suburban BMPs

Acts as a liaison between community groups, government agencies, developers, and elected officials in developing and implementing CAPs

Provides information to the public regarding Phase 3 WIP and CAPs

Conducts field evaluations and assessments

Understands GIS datasets and tools pertaining to stormwater, hydrology/hydraulic modeling, and watershed delineation

Represents HRG at trade shows and various business functions


Requirements

  

Bachelor's Degree in planning, environmental science, public policy, or related area of study or equivalent on the job experience

Minimum of 1-2 years of professional planning experience with a demonstrated knowledge of the Phase 3 WIP and CAPs

NRCS Certified Conservation Planner or Certified Nutrient Management Specialist, or pursuing certification

Excellent writing/editing, research, and analysis (qualitative and quantitative), and communication skills

Client-focused leader and team player possessing strong communication, planning, and organizational skills

Strong word processing and Excel abilities

Flexible, detail-oriented, and excellent time management and organizational skills

Ability to take initiative, be a problem solver, and work in a fast-paced and professional environment

Ability to work independently or in a team environment as needed

Requires travel to job sites, meetings, and other offices as necessary

Has the legal right to work in the U.S.
