Description
We are searching for a Water Quality & Recycling Manager to provide leadership and strategic direction to the Water Quality & Recycling Division of the Public Works Department. This role oversees a variety of services related to compliance with regulatory requirements for various drinking water, wastewater, reclaim water, watershed protection, and stormwater programs providing input on waste management issues, and ideas and practices. As a leader, the incumbent is a key designer, promoter, motivator, and catalyst for the alignment of culture with organizational values within the division.

Salary Range: $102,377.60 - $138,507.20 annually

Essential Required Tasks/Examples of Duties
  • Provides direction, oversight, strategic planning and leadership to assigned staff. Hires, assigns tasks, schedules, evaluates, and directs the work of staff.
  • Establishes and maintains contracts and agreements ensuring compliance with federal, state, and City and County of Broomfield regulations.
  • Ensures compliance with laws and regulations pertaining to hazardous waste management, transportation, disposal of waste (OSHA, RCRA, DOT), and Water Quality. Monitors local, state, and federal regulations for proposed revisions to existing and proposed new regulations for drinking water, wastewater, biosolids, reuse, and watershed programs.
  • Conducts and monitors audits including for waste and Water Quality. Water quality programs include, Safe Drinking Water Act, Clean Water Act, and Colorado Water Quality Control Act.
  • Prepares budget requests for the division. Manages invoices ensuring payment requests are consistent with contract documents, service provided, and overall progress toward project completion.
  • Directs selection and acquisition of recycling center equipment and supplies, prepares bid documents, budgets and manages contracted waste services, regularly reviews expenditures to determine budget status, adjusts budget as needed to meet program needs or changes in funding levels, prioritizing expenditures as required.
  • Assists the Superintendent in maintaining programs, outcomes, performance metrics, and financial integrity through data collection, interpretation, and evaluation. Evaluate and assist with decisions involving financial considerations and cost comparisons.
  • Assists in Water Quality and environmental projects by conducting research, making recommendations, providing data, and preparing reports
  • Designs and develops waste management recycling programs and evaluates the feasibility and cost-effectiveness of various proposals and alternatives.
  • Communicates and presents technical, analytical, and regulatory information to a wide variety of audiences. Conducts recycling center tours
  • Prepares position papers, proposals, and testimony
  • Responds to customer inquiries and complaints

Minimum Qualifications
Education
  • Bachelor's Degree from an accredited college or university - required in chemistry, biology, environmental science, chemical engineering, or closely related field

Experience
  • 5 years experience required in analytical laboratory analysis applicable to water or wastewater, or regulations pertaining to water, wastewater, or solid waste.
  • 2 years supervision experience required.
  • Experience in researching, planning, and implementing solid waste management or environmental programs including wastewater, reuse, watershed or drinking water preferred.

Or any equivalent combination of training and experience that provides evidence that the applicant possesses the Necessary Applicant Traits.
NECESSARY SPECIAL REQUIREMENTS:
Must be at least 21 years of age. Must possess and maintain a valid driver's license and safe driving record for continued employment. New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: in-person or virtual interviews, reference checks, background checks including local police check, sex-offender registry and DMV check.
Working Conditions
  • Work is generally scheduled Monday through Friday with some weekend and holiday work required
  • Attend meetings as required during evening hours. Some meetings may be virtual or will require in-person attendance.
  • Physical demands are described as light (exert up to 20 lbs. of force occasionally and/or up to 10 lbs. Of force frequently, and/or a negligible amount of force constantly to move objects)
  • Specific vision abilities required by this job include close vision, distance vision, depth perception, ability to adjust focus, color vision, and peripheral vision
  • Tasks may include sitting at a computer for several hours
  • The noise level in the environment is moderate
  • Travel by automobile is required to attend meetings
  • May require outdoor activities to cover staff as needed and checking compactors and cleaning the recycling facility.
