The City of Everett is accepting applications on an open/continuous basis for the Civil Service examination process for WATER POLLUTION CONTROL OPERATOR I.

ABOUT THE POSITION
The Water Pollution Control Operator I performs work involving the basic operation and maintenance of the Everett Water Pollution Control Facility (EWPCF).
Work in this class falls into two main program areas: Plant Operations and Plant Maintenance. The duties include performing a variety of routine cleaning, maintenance, and operating duties necessary to sustain the operation of the Everett Water Pollution Control Facility. The work is performed under the general supervision of the Senior Operator and in accordance with a schedule that may include weekends, holidays, rotating shifts, or other hours as assigned. Employees in this class are considered to have the training and experience to perform some tasks independently which the Treatment Plant Operator-in-Training position cannot perform without close supervision. Employees in this class may assist other operation and maintenance personnel or may act as a trainer for employees in the Treatment Plant Operator-in-Training or laborer job classifications. Work performance is evaluated on the basis of compliance with standard operating and maintenance procedures, adherence to safety standards, and other established performance criteria.
This is the first level in the Water Pollution Control Operator series. Positions in the Operator-in-Training class are reallocated from trainee status to the Operator I classification upon satisfactory completion of their on-the-job training/probationary period, as well as obtaining a valid Washington State Group I Wastewater Treatment Plant Operator Certificate.

ELIGIBILITY REQUIREMENTS
  • Possess a valid Washington State Group I Wastewater Treatment Plant Operator Certificate
OR
  • Possess a valid Wastewater Treatment Plant Operator Certificate recognized as an equivalent to the Washington State Group I Wastewater Treatment Plant Operator Certificate by the Association of Boards of Certification AND obtain a Washington State Group I Wastewater Treatment Plant Operator Certificate within six (6) months of hire.
  • Employees hired after 1/26/2023 must obtain a Washington State Group II Wastewater Treatment Plant Operator Certificate within one (1) year of eligibility.
  • Obtain within six (6) months of hire and maintain a forklift operator certification in accordance with Washington Division of Occupational Safety & Health (DOSH) rules.
  • Possession of a valid driver license at the date of hire, and the ability to obtain and maintain a valid Washington State driver license within 30 days of hire.

EXAMINATION STEPS
  • There will be a pre-screening of all applications.
  • Responses to the supplemental questionnaire will be individually reviewed and evaluated (weighted 30%). Please answer the supplemental questions in DETAIL even if you have answered the question earlier in the application.
  • Top-scoring applicants will be called to an oral panel interview (weighted 70%). Oral boards will be scheduled several times a month.
  • All vacancies in this job class will be filled from the ranked Civil Service register established from the examination process for 12 months. Names on the register are active for 12 months after certification.

IMPORTANT NOTES
  • A passing grade of 70.00 or higher is required on all parts of the screening process for placement on the ranked Civil Service eligible register.
  • The examination process is designed to sample and measure the requisite knowledge, skills, and abilities.
  • Applicants claiming veterans' preference points in accordance with RCW 41.04.010 as amended and meeting eligibility criteria must submit form DD214 or other official military separation documentation that clearly indicates an honorable discharge from military service on or before the date filing closes.

The City of Everett provides a to eligible members consisting of the following:

  • Life Insurance for the employee in the amount of 1x the annual salary
  • Accidental Death and Dismemberment Policy

Benefits for the eligible employee and eligible dependents begins the first day of the third month following the employee's hire date (i.e. if hired in March, benefits start May 1st.) Premiums for Delta Dental and VSP Vision are paid by the City on behalf of the employee for single or family coverage. Premiums for HMA Medical and Kaiser Medical Coverage are shared by the employee. Premiums for Life, and Accidental Death & Dismemberment coverage on behalf of the employee are paid by the City.
An additional life insurance benefit is available through a Voluntary Life insurance program for the employee, spouse and children. The employee pays the premiums for this benefit.
It is mandatory that both the City and the employee pay into the Department of RetirementSystems for Washington State.
Three voluntary Deferred Compensation programs are available for employee participation.
A Flexible Spending Plan is available that allows you to make pre-tax contributions for Health Care reimbursement and/or Dependent Care reimbursement for eligible expenses not covered by medical insurance.

The Employee Assistance Program EAP is provided free of charge to eligible employees and family members.
Vacation, sick leave, and holiday benefits are provided to eligible employees in accordance with the Labor Agreement.
