Essential Duties & Responsibilities:

  • Supervises personnel; supervisory duties include training, assigning, coaching, reviewing, planning and scheduling work of others. Makes hiring recommendations, prepares annual employee performance evaluations; recommends promotions and salary increases for staff.
  • Establishes, organizes, and directs programs for maintenance and repair of the Town’s Infrastructure including drainage maintenance, utility trenching, traffic control, dust control, work zone safety, tank cleaning, pipe inspection, valve and pipe repair, trains employees in safety and operations and responds to emergency calls.
  • Oversees daily operations and maintenance of Water Distribution, stormwater, and wastewater programs. Ensures safe work practices and work environments are maintained for each job and at each job site.
  • Responsible for documenting all infrastructure inspections, repair and maintenance history; Ensures correctness of data for infrastructure maintenance information to warrant accuracy of asset management program.
  • Assists with the division budget, plans projects, estimates costs and prepares Business Case Requests and Requests for Proposals as required.
  • Inspects and troubleshoots water or sewer lines to ensure Town and state standards are met. Troubleshoots water, stormwater and wastewater systems; Coordinates resources, tools, equipment, materials, staff and outside resources as needed.
  • Responds to emergencies and prepares appropriate reports. Determines severity and coordinates activities with both internal and external personnel during line breaks, sanitary sewer overflows and flood events.
  • Establishes and documents standard operating procedures (SOP’s) and makes recommendations regarding the development and implementation of division policies and procedures.
  • Establishes and maintains on-call schedules to ensure appropriate after hours and emergency coverage.
  • Operates light and heavy equipment at an advanced level, including backhoe, skid-steer, loader, dump truck, and jet/vac truck.
  • Responds to complex citizen inquiries and complaints. Meets with contractors, developers, and others to provide information about the water, stormwater and sewer systems.
  • Oversees maintenance, operations and advanced repair work on common types of fire hydrants.
  • Oversees cleaning and checking of wastewater lift stations and wastewater collection and transmission systems.
  • Responsible for the Utilities Notification Center of Colorado locate program.
  • May serve as Operator in Responsible Charge for the Town’s Water Distribution or Wastewater Collection systems.
  • This position is part of the Town’s snow removal program. Will have scheduled on-call responsibilities through the winter months to remove snow using a 4-wheel drive pickup and/or heavy equipment. Snow removal shifts are typically 12 hours.
  • Performs other duties as assigned or required.

Minimum Qualifications:

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education: High School Diploma or GED equivalent

Experience: At leastFive (5) years of closely related experience. Extensive heavy equipment operations experience in all phases of pipeline installation, repair and replacement. At least two (2) years of lead or supervisory experience is preferred; or any equivalent combination of education, training and experience.

Licenses and/or Certifications Required:

  • Valid Colorado driver's license required
  • A valid Colorado Class A CDL with tanker endorsement or the ability to obtain within six months from date of hire
  • State of Colorado Class 3 Operator Certification in assigned discipline (Distribution) or the ability to obtain within one (1) year from date of hire

Preferred Qualifications

  • Class 3 Certification in unassigned discipline
  • AWWA Supervisory Leadership Program Certification or the ability to obtain within one year from date of hire

Knowledge, Skills, and Abilities:

  • Ability to supervise, assign, plan and monitor the work of others.
  • Ability to enforce codes, policies, and regulations, tactfully, firmly and impartially.
  • Ability to analyze, organize and review work for efficient results and accuracy.
  • Advanced Computer skills are a preferred requisite.
  • Knowledge of the methods and practices involved in water, stormwater, wastewater construction, inspection, repair and maintenance.
  • Skill in manipulating and operating heavy equipment and automobiles, such as backhoe, loader, dump truck, skid-steer, jet/vac truck and mowers.
  • Skill in utilizing hand tools for repairs and installation of water and wastewater lines, Stormwater lines, meters, pumps, computers, and other related repair and maintenance equipment.
  • Ability to prepare and present safety and operations training materials.
  • Ability to read and understand written materials and verbal information and instruction.
  • Ability to use and read maps, plans, and specialized equipment to complete underground utility locates.
  • Ability to use basic mathematical skills in making basic calculations.
  • Ability to identify correct installations of system components.
  • Ability to work in confined spaces and other potentially hazardous environments sometimes requiring the use of a Self–contained Breathing Apparatus (SCBA).
  • Knowledge in operation of water production, pumping, storage and Distribution Systems and metering systems.
  • Ability to operate wastewater collection, pumping, and treatment systems.
  • Knowledge of backflow prevention programs, industrial pre-treatment programs, and other applicable safety standards related to water and wastewater utilities.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to read and interpret maps, diagrams, plans, contracts and specifications.
  • Ability to establish and maintain effective working relationships.

Physical Demands

  • Moderate to heavy physical work to include lifting, carrying, pushing and/or pulling of objects and materials of 50 - 100 pounds
  • Frequent performance of activities requiring a full range of body movement including climbing, balancing, stooping, kneeling/bending, crouching, crawling, and/or twisting
  • Frequent hand/eye coordination to operate tools and electrical equipment as well as for driving equipment and vehicles
  • Vision for reading, recording and interpreting information
  • Speech communication and hearing to maintain communication with employees and citizens

Work Environment:

  • Works outdoors with exposure to all weather conditions
  • Regular exposure to dust, noise, and chemicals

Equipment Used:

  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
