Water Distribution Operator: $30.14 - $39.66/hour
Senior Water Distribution Operator: $32.60 - $42.90/hour
About This Opportunity
The City of Hillsboro Water Department has a great opportunity for two Water Distribution Operators to join their team. These are full-time positions that over-time eligible and receive a full benefits package. Depending on certification level and experience, candidates may qualify for a Operator or Senior Operator position.
As part of the dynamic and dedicated team at the City of Hillsboro, you will play a pivotal role in our mission to deliver safe and reliable water services to our community. The Hillsboro Water Department operates at a metropolitan scale from a suburban environment, with responsibilities for local Water Distribution as well as for regional water supply, providing drinking water supply to nearly 400,000 people.
One Operator will be embedded in the Distribution System Maintenance section, while the other in the Flow Control Operations, including Barney Reservoir Operation. Together, we will ensure that we deliver safe, clean water continuously to our customers, while operating and maintaining our infrastructure consistently.
About These Positions
The City is looking for a Flow Control Section Distribution Operator and a Maintenance Services Section Distribution Operator

Flow Control Section
The person in this position will spend the majority of their time in the Oregon coast range performing operations and maintenance of Barney Reservoir and Eldon Mills Dam. A candidate for this position should have a love for the outdoors with a strong dedication to serving the public. Barney Reservoir is a regional water supply for Hillsboro, Tualatin Valley Water District, Beaverton, and Forest Grove. This position requires a solid familiarity with regulatory compliance reporting and monitoring, Thorough knowledge of water storage and distribution operations are highly desirable and dam operations experience a plus.
Responsibilities include:
Operation and Maintenance of Barney Reservoir Facilities:
  • Operate and maintain facilities at Barney Reservoir, ensuring the safe storage and delivery of raw and finished water.
  • Oversee the proper functioning of dams, reservoirs, and related infrastructure.
Water Pumping and Storage Facilities:
  • Operate and maintain water pumping and storage facilities, including pumps, motors, valves, generators, and other related equipment.
  • Monitor and regulate demand to ensure an adequate water supply, maintaining appropriate flow and pressure levels which requires knowledge of control valves, including manual and advanced logic controls.
Water Quality Monitoring and Compliance:
  • Monitor and maintain finished water quality to ensure compliance with safety standards and regulations.
  • Calibrate various instruments, perform water testing, and review results to ensure water quality standards are met.
Preventative Maintenance:
  • Perform preventative maintenance on equipment and instruments to ensure efficient operations and accurate readings.
  • Conduct regular inspections and address any issues promptly to prevent equipment breakdowns.
Infrastructure Maintenance:
  • Maintain roads, ditches, canals, dams, and reservoirs associated with water facilities.
  • Perform valve changes to regulate flow rates and water levels, ensuring optimal operation.
Distribution Maintenance Services/Meters Section
This Section is responsible for Hillsboro Water Distribution system's planned and unplanned water mains and services repairs and replacements, new main and service line installations, leak detection and investigations, maintaining computerized maintenance management of assets, customer service and plan review.
This individual will play an important role by being involved in the water loss control program. Leak detection and investigations are an important part of the program, as well as maintaining system integrity by performing proactive replacement and repairs to prevent water loss. The ideal candidate will possess an Oregon Water Distribution Certification, have extended knowledge of complex Water Distribution operation practices, regulatory compliance, and CMMS systems.
Responsibilities include:
Leak Detection and Investigations:
  • Play a key role in the water loss control program by actively engaging in leak detection and investigations.
  • Identify and address leaks promptly to minimize water loss and maintain system integrity.
  • Investigate and resolve system deficiencies and complaints related to Water Distribution.
Computerized Maintenance Management:
  • Maintain the computerized maintenance management system (CMMS) for efficient tracking and management of assets.
  • Ensure accurate and up-to-date records of maintenance activities, repairs, and replacements.
Customer Service and Plan Review:
  • Provide excellent customer service by addressing questions, concerns, and complaints from the public and our customers.
  • Supply requested information and take appropriate measures to resolve issues effectively.
  • Collaborate in plan reviews for new installations and modifications within the Water Distribution system.
Water Analysis and Record Keeping:
  • Conduct water analyses to ensure compliance with regulatory standards.
  • Maintain comprehensive records of Water Distribution activities, ensuring documentation accuracy.

Requirements for a Water Distribution Operator:
Associate's degree in chemistry, biology, water, wastewater technology, or related field and 2 years of experience as a Water Distribution Operator I, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed in the job description.
Requirements for a Senior Water Distribution Operator:
Associate's degree in chemistry, biology, water, wastewater technology, or related field and 2 years of experience as a Water Distribution Operator II, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed in the job description and be eligible for the level III Water Distribution certification.
Both positions have on-call responsibilities.
LICENSING/CERTIFICATIONS
Required upon start date:
  • Oregon Water Distribution OperatorCertification as listed above
  • Valid driver's license and safe driving record
Must be able to obtain within 12 months of hire:
  • CDL Class A w/ Tanker Endorsement
  • Confined space training
  • Traffic Control Certification
  • AED/First Aid Certification
  • Tri-met Track Access certification
  • Oregon Boaters Registration
  • Forklift certification
  • Hazardous chemical handling training

Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing and repetitive motions with or without reasonable accommodation.
Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of forces constantly to move objects.

Bilingual Incentive Pay Available
Bilingual incentive pay is available - Employees who can demonstrate the ability to speak Spanish, or any language spoken by over ten percent (10%) of City residents as documented by the most recent U.S. Census, at a proficiency level determined by a fluency test administered by the City, will receive a monthly premium of three percent (3%) of their regular base pay.
