General Description
The City of Madison Water Utility is looking to hire Water Construction Inspectors (Civil Technicians). This is full-time paraprofessional engineering work performed in association with the design and construction of public works projects and/or other activities requiring technical and construction expertise. This position is responsible for surveying, base map development, project setup, construction inspection of the installation of water mains, valves, water services, hydrants, and facility construction, record keeping, and computer aided drafting of as constructed information for utility long term records.

The Water Civil Technician 1 starts at $60,678.80/annually and the Water Civil Technician 2 starts at $63,997.44 /annually. Classification level will be determined at the time of hire and will be based on the candidate's relevant work experience and overall qualifications.
The series is structured to provide for career progression from Water Civil Technician 1 to 2 and 2 to 3 based on overall work experience, increased employee expertise and responsibility, independence of action, and knowledge of City systems and processes associated with the work.

THE WATER UTILITY ENGINEERING SECTIONThe Engineering Section of Madison Water Utility provides planning, design, management and preservation of our system assets and water resources. Our team manages the design and construction of infrastructure improvements each year consisting of water main replacements, rehabilitation, system expansions, hydraulic improvements and distribution/storage facility projects. We collect and manage data pertaining to our infrastructure to map, monitor and continuously improve our system while objectively prioritizing capital improvements.

Examples of Duties and Responsibilities
Water Civil Technician 1

• Assist with construction inspection activities to ensure compliance with contract specifications and other requirements. Take measurements, monitor and record material quantities and other required information.
• Prepare "as built" drawings of completed construction projects.
• Study and interpret plan and profile drawings. Assist engineers with project layouts. Assist in surveying activities for the location of lines and grades. Use field books, computer maps, blueprints and metal detectors to mark location of existing facilities.
• Draft construction plans and records for water and other public works projects using field and survey notes, aerial photos, existing plans and "record drawings", etc.
• Collect field construction data using Global Positioning System (GPS).
• Use computer techniques and software, including Computer-Aided Design (CAD), Geographical Information Systems (GIS) and common office software to perform a wide range of technical support functions.
• Calculate and estimate quantities for construction bids.
• Maintain permanent water record systems for the Water Utility.
• Make measurements and maintain records to determine installed quantities for fittings, pipe, and services. Check completed job sites for condition of curb and valve boxes. Initiate box repair and recheck. Operate valves in the water system as needed.
• Check all materials purchased by the contractor and delivered to the project site for compliance with quality standards. Make field determinations to include exercising authority to stop project construction.
• Locate service boxes and report condition of newly installed boxes to contractors for repair or replacement. Witness testing of the new main installation for leaks and electrical continuity. Notify contractor of any required repairs.
• Operate radio communications equipment, laptop computer and a motor vehicle in the field.
• Respond to inquiries from City officials, the business community, property owners, tenants, private utilities, contractors and the general public regarding inspection and construction considerations related to assigned projects and work with these individuals and groups to resolve the problems which the construction may have caused.
• Perform related work as required.

Water Civil Technician 2

• Perform all the work of a Water Civil Technician 1 with a greater degree of independence, and demonstrated ability to perform more complex and/or comprehensive technical support functions.
• Draft plans, maps, details, layouts and other materials for bid and construction purposes, records/map maintenance, preliminary project work, presentations and reports by hand and using computer-aided drafting/mapping software. Create and convert scaled drawings as requested. Lead other employees performing related work.
• Organize, layout, and prepare complete project plans for construction water system and/or other public improvement projects. Prepare specification documents for public equipment purchase and public works improvement projects.
• Perform construction inspection activities including: measuring, monitoring, and recording quantities; quality; time of delivery; and installation of construction materials to ensure compliance with contract specifications and other requirements.
• Inspect, photograph, catalog, and measure existing field conditions for inclusion in maps and plans. Measure and scale existing structures and/or topography to be used in maps, plans, reports and other materials.
• Check horizontal and vertical alignments, estimates, material schedules, and construction time for public works projects. Interpret contract documents, contractor communications, and land records.
• Research and provide information to the public and contractors in a variety of areas relating to the work of the agency.
• Maintain Water Utility maps and records related to specific programs such as Flushing and Lead Water Service Abatement.
• Perform related work as required.

Minimum Qualifications

• Associate's Degree in Civil Engineering Technology, CAD drafting, Public Works Management or related field.

-OR-

• Two (2) years of experience reading and interpreting heavy construction plans.

If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:
Two (2) years of experience in applying the following:

• Working on utility construction sites.
• Computer and other mobile technology to utilize computer aided drafting tools, spreadsheets, word processing and email.
• Utilizing tools and technology to accurately collect and record measurements for construction records.

In order to be considered for the Water Civil Technician 2 level, the candidate must also demonstrate 2 additional years of experience respectively determined at the time of hire.
