Job description

Overview

TheWatch Commander(WC) ensures security personnel comply with all related federal, state, local, NASA policies, procedures, and regulations. The Commander manages first response to emergencies; enforces federal law and assimilated state law; managing mobile patrols, inspections, and searches: managing traffic enforcement and traffic investigations; ensuring proper procedures are followed for arrest and transporting persons; and other duties as required. The WC may be required to act as Incident Commander at security emergency scenes until relieved by higher authority. 

Responsibilities
  • Must have complete knowledge of the site, all buildings and facilities, post orders, emergency contact list, emergency procedures, special instructions, and all post duties at the site. 
  • Monitors security radio networks for signs of activity requiring action by assigned personnel. 
  • Managing first response to emergencies, mobile patrols, inspections, access control, contingency posts, and crowd control. 
  • Accountable for staffing of all contractual requirements ensuring all assigned personnel are qualified for specific tasks. 
  • Scheduling, managing, and supervising security personnel to cover special events, emergencies, or launch operations. 
  • Serves as the senior, on duty security representative at the site during non-duty hours. 
  • Deploys resources in response to incidents. 
  • Oversees compliance with union contracts, operational procedures, company policy and special instructions. 
  • Reviews all security-related paperwork generated during previous 24-hour period and follows up as warranted. 
  • Interfaces with previous Watch Commanders and supervisors to obtain information, which may affect the current shift operations. 
  • Other duties as assigned 
Qualifications
  • Must be at least 21 years of age. 
  • Minimum of High School Diploma. Associates degree in related field is preferred. 
  • Minimum of six (6) Years as a Law enforcement supervisor or two (2) years as a NASA Security Police Officer (SPO). 
  • Must possess and maintain a valid driver's license. 
  • NASA Basic Training Standard (NBTS) required prior to appointment. 
  • Introduction to the Incident Command System (ICS-100) training required prior to appointment. 
  • ICS for Single Resources and Initial Action Incidents (ICS-200) training required prior to appointment. 
  • Intermediate ICS for Expanding Incidents (CS-300) training required within 180 days of appointment. 
  • National Incident Management System (NIMS) (IS-700) training required prior to appointment. 
  • POST Academy prior to appointment. 
  • First Aid/CPR Certified or BLS certified per contract and PWS requirements. 
  • California Law Enforcement Telecommunications Systems (CLETS). 
  • Must be able to meet and maintain NASA Physical Certifications and complete a Minnesota Multiphasic Personality Inventory -2 (MMPI-2) and Shipley Institute of Living Scale psychological examinations. 
  • Must be able to meet drug testing and alcohol - free workforce requirements to include random drug and/or alcohol testing. 
  • Must be able to obtain and maintain secret clearance. 
  • Honorably discharged (If Applicable). 
  • Must be able to pass and maintain NASA Federal Arrest Authority (FAA) certification.  

 

Knowledge, Skills and Abilities:  

  • Knowledge of standard office and administrative practices and procedures including business letter writing, records management, report preparation, and filing methods, correct English usage, including spelling, grammar, punctuation and vocabulary, modern office methods, equipment, and procedures. 
  • Experience with the FLETA process preferred. 
  • Ability to provide varied technical and administrative assistance; use initiative and sound judgment within established guidelines; organize, coordinate, and prioritize a variety of assignments with varying deadlines; work effectively under pressure with frequent interruptions; handle difficult, confidential, and sensitive assignments; organize and maintain a variety of confidential records, reports, and files.

  • While performing the duties of this Job, the employee is regularly required to sit and talk or hear. The employee may use repeated motions that include the arms, wrists, hands and/or fingers. The employee is occasionally required to walk, stand, climb, balance, stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision.

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment. 
  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions.  Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
