Plans, directs, manage, staff and controls the operation, maintenance and repair of the wastewater collection system.
Direct training and development of water distribution employees.Understand the operations & maintenance of tool & equipment used for preventive maintenance cleaning.
Organize, evaluate and maintain the department safety program. Help schedule speakers.
Review, interview and recommend possible applicants for employment.
Analyze plans and specifications of proposed development for connection to existing water distribution system.
Assists in preparation of budget proposals, budget forecast and monitors approved budget.
Evaluates employee performance, conducts quarterly feedback sessions and counsels as required.
Controls and assist in the ordering of construction materials, replacement tools & other associated equipment.
Maintains records, files; performs related administrative duties, prepares SSO and overflow-in-premise reports.
Investigate customer complaints.
Call for utility locates and schedule/prioritize sewer main repair jobs.
Schedule preventative maintenance of collection systems.
Manage bi-weekly payroll and PTO requests for a staff of over thirty (30).
Deal with developers, contractors and plumbers completing work for the City of Tyler.
Understand and have experience with computer work-order systems Cityworks, Microsoft Office products and other office equipment.
Have experience using GPS with asset management software.
Have a working understanding of sewer rod trucks, water jetting trucks and vacuum/jetter trucks (vactors).
Be able to respond when on-call within 30 minutes of being notified.
Must be onsite to perform the essential job functions/duties of this position.

NEEDED SKILLS
Must know government regulatory processes and applications (TCEQ or EPA).
Must have the ability to read and comprehend technical manuals, construction plans and operation manuals.
Must be able to direct the construction crews on the installation/repair of sewer systems using PVC, VCP and ductile iron pipe materials.
Must be able to direct the construction crews on the installation/repair of sewer manholes using precast concrete, cast-in-place or brick materials. Also the installation/repair of end-of-main clean-outs.
Must have the ability to train, direct, and control an effective work force.
Must be able to stand and walk 2 hours daily and be able to sit several hours daily.
Must be able to lift 100 lbs, carry 50 lbs and be able to push and pull 80 lbs.
Must be able to work in extreme weather and work conditions.
Must be able to communicate effectively with employees, citizens, other departments and management.
Education and Experience: Must have a High School Diploma or GED. Must have over five (5) years of experience in repair and construction of sanitary sewer collection systems, and installation of taps and manholes. Must have a TCEQ Class "B" Treatment license, or a TCEQ Type III Wastewater Collection license or have the ability to obtain within one year from date of hire. Must possess a Class "B" Commercial Driver's License, with a clear driving record.
A Bachelor's degree in Engineering or a related field and a TCEQ Type II Wastewater Collection license is preferred.
