Description
POSITION SUMMARY
With limited direct supervision, this position operates and maintains equipment, infrastructures, and processes under guidance and supervision (direct and indirect) as appropriate in order to meet or exceed all MPCA (Minnesota Pollution Control Agency) permit requirements for the Wastewater Treatment Plant (WWTP) and MDH (Minnesota Department of Health) permit requirements for the Water Utility (WU).
Examples of Duties
JOB DUTIES OR ESSENTIAL FUNCTIONS
The essential functions of the position include, but are not limited to the following:
  • Cooperatively and collaboratively engages with all staff resulting in a positive work environment where all staff remain current with all operational aspects of the WWTP.
  • Works cooperatively and performs with skill, all the duties associated with
    preventive, predictive, and corrective maintenance, advanced operations and
    technical laboratory tasks for the WU and Wastewater systems.
  • Performs daily inspection and maintenance of WWTP equipment using operational checklists and work orders.
  • Repairs equipment and/or orders parts for replacement on process equipment at the WWTP or assigned areas.
  • Programs, sets up and ensures operations of the effluent and influent sampler. Collects soil samples and bio-solid samples and prepares them for transport and processing. Conducts other sampling and testing as assigned or as apparent.
  • Cleans tanks, aeration basins, clarifiers, static aerator and contact basins on a regular basis.
  • Orders chlorine and sulfur dioxide and other chemicals and supplies to maintain and ensure an adequate inventory level. Performs and records testing daily for all chemicals.
  • Observes all safety regulations and operates all equipment with care. Uses
    appropriate safety equipment including personal protective equipment (PPE).
  • Anticipates and identifies needs for maintenance and repair and performs
    repairs or maintenance before conditions result in equipment failure or
    decreased plant efficiency or permit violations as pertaining to the WWTP and WU.
  • Communicates in a proactive, effective manner with all co-workers and supervisors.
  • Prepares requested reports in a timely and professional manner.
  • Performs sampling and testing activities in accordance with department policy and with requirements of all permits.
  • Performs other duties and responsibilities as apparent or as assigned.

This position may encounter non-public data in the course of these duties. Any access to non-public data should be strictly limited to accessing the data that are necessary to perform the duties. While data are being accessed, this position should take reasonable measures to ensure the non-public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, this position must properly store the non-public data.
CONDITIONS OF EMPLOYMENT
  1. The employee shall comply with the department call back policy.
2. Routine response to a call back situation shall not be longer than thirty (30) minutes.
3. Regarding call back situations, the initially notified employee shall make a good faith effort to either arrive at a call-back situation within thirty (30) minutes of being notified, or the employee shall make a good faith effort to contact a co-worker or chief operator to respond to a call back in a timely manner.
4. The employee shall obtain and maintain a Class A Minnesota Driver's License with air brake endorsement as required by the City.
5. The employee shall comply with the City cell phone policy.
6. The employee must follow the terms and conditions of the union agreement and any other applicable City policies

MINIMUM QUALIFICATIONS

Education
High school diploma or GED certificate required
Experience
One (1) year of work experience including public works, utilities, or building trades.
Trainings, Certificates, and Licenses
Possess a Minnesota Class D Driver's License
Possess the ability to obtain Class A Driver's License with air brakes within the first year of employment with the City

Pension
MN PERA is our pension. Each employee automatically contributes 6.5% of each paycheck into their own pension fund and the City contributes 7.5%. To be fully vested in your pension, the employee needs to work for the City for a minimum of 5 years. The money the employee contributes is always 100% theirs.
Other Benefits
Minnesota Life Insurance: You can add life insurance coverage on yourself, a spouse, or child(ren) during open enrollment. The voluntary additional premiums will be automatically deducted from your pay. If you want to decrease your Minnesota Life Insurance to $50,000 (from $100,000 for most employees), and therefore avoid imputed (taxable) income in your pay, you can also do that any time (including during open enrollment).
PERA Life Insurance: For $16 per month, you can purchase additional life insurance. With this particular policy, your premium stays $16, and your insurance policy amount decreases as you age.
Colonial Life: Colonial Insurance offers several different types of extra insurance options. While Colonial Life plans are not "City endorsed," we do take the premium payment(s) through payroll deductions. All insurance benefits are taken out of payroll post-tax.
Deferred compensation - Retirement Plans: As a public sector employee, you have the opportunity to build retirement savings - and reduce today's taxes. You may be able to have your retirement goals come true through IRS Section 457 deferred compensation plan. This is a separate plan outside of the government pension program.
Contribution LimitsUnder age 50: $23,000
Age 50 and over: $31,000
Each year you may defer a maximum of 100% of your "gross compensation" or a specified IRS annual dollar limit, whichever is less. (Gross compensation for determining maximum contributions are determined after any pre-tax deductions.)
