North and Central Illinois Division
POSITION/TITLE: Volunteer/ Emotional and Spiritual Care Coordinator
LOCATION/DEPT: Emergency Disaster Services
REPORTS TO: EDS Manager
The Volunteer/Emotional and Spiritual Care Coordinator is responsible for executing strategies and procedures that lead to the overall success of the Emergency Disaster Services volunteer program. In doing so, the Volunteer Coordinator must recruit potential volunteers and participate in training to ensure a growing base of active volunteers.
PRIMARY DUTIES AND RESPONSIBILITIES
  1. Administrative/Operations
    1. Open, stamp, process all incoming mail
    2. Prepare bills/invoices; send to DHQ for processing and payment
    3. Serve as Duty Office during regular work hours
    4. Answer after hours emergency family service calls forward as required
    5. Order/print/prepare materials for trainings/events/meetings, including invitations, name tags, programs, menus, labels training certificates
    6. Prepare presentations for corporate connections
    7. Work with Manager and Food Services Coordinator to develop a detailed manual for large scale disaster planning and preparation for NCI area, including food service planning, preparation, transportation, vehicle movement, multiple call outs, volunteer scheduling
    8. Work with Food Service Coordinator to develop a comprehensive manual for planning, preparation, kitchen organization, recipes etc.
    9. Assist with coordination of volunteers, in-kind donations, purchased products, packing boxes, and delivery of food boxes to participating corps for annual Christmas Food Box Project.
  2. Volunteer services
    1. Develop and implement a volunteer recruitment program that reflects the specific needs of local teams in support of canteen operations throughout the division.
    2. Create volunteer programming that meets the specific needs of the daily operation of the EDS department.
    3. In conjunction with the full activation of the EDS Center, recruit and train large numbers of volunteers from corporations, the faith community, civic groups, schools, colleges, etc. to participate in EDS projects in response to major events.
    4. Visit corps throughout the Division to recruit local volunteers for local corps supporting EDS teams.
    5. Assist with the recruitment of Salvation Army Team Emergency Radio Network (SATERN) team members.
  3. Training
    1. Recruit and register volunteers for on-going training at EDS headquarters in accordance with the Salvation Army's national standard for training disaster volunteers.
    2. Recruit and register prospective candidates for training opportunities to serve as SATERN team members should it become necessary.
  4. Retention
    1. Develop and institute a volunteer retention program to maintain a strong, positive, and on-going relationship with established and trained disaster volunteers as well as SATERN team members.
    2. Manage the Better Impact database as it relates to essential information related to each disaster volunteer program at EDS headquarters.
  5. Scheduling and meeting preparation
    1. Manage the coordination and orientation of new volunteer assignments such as canteen teams, canteen Team Leaders, and duty officers.
    2. Assist the EDS Manager with scheduling EDS and SATERN meetings including mailing notices and preparing the facility.
    3. Assist in planning and preparing for EDS training, seminars, and special events.
    4. Participate in a backup schedule responding to after hour canteen call outs when no volunteers are available.
  6. Other duties
    1. In the event of a major disaster, train volunteers participate in the call center.
    2. In the event of a major disaster, you must be willing to deploy if necessary.
    3. Assist in the monitoring of field operations and communication as directed by Disaster Services Director.
    4. Aid with the delivery of goods and items to corps food pantry program as well as other transport related needs when needed.
    5. Participate in facility housekeeping schedule.
  7. Complete any additional assignments as assigned or needed by the Manager.
    1. Assist with other department duties as needed and assigned.
    2. Be on call one week in rotation.

General Description:
The Coordinator is responsible for managing emergency and disaster spiritual and emotional support services. This support includes external care for disaster victims, rescue workers, and the general public as well as internal care for staff and volunteers.
The services provided by the ESC team may include the facilitation of a range of pastoral and stress management services for internal or external personnel. While the ESC teams primarily provide psychological first aid and Spiritual Care, they will also seek to refer individuals for more intensive, long-term mental health counseling and care when necessary. The Coordinator should work with the director to appoint a competent Emotional Spiritual Care Officer in disaster response and should utilize the services of trained individuals to serve on the spiritual and emotional support team and provide supervision and consultation for team members. This team should represent a balance of emotional and Spiritual Care givers trained to provide services within disaster operations including clergy, crisis and trauma responders, mental health and social service professionals.
Responsibilities:
  • Attain Salvation Army EDS Type One chaplaincy certification status
  • Recruitment of ESC personnel
  • Get to know ESC personnel regarding competencies, training, experience and strengths
  • Ensure ESC personnel have the appropriate levels of training and are correctly Resource Typed
  • Work with EDS Manager to maintain ESC training and deployment records
  • Help EDS Manager select an appropriate ESCO for disaster response deployments
  • Support the ESC officer in disaster response with essential resources and expertise
  • Assist ESCO in developing an ESC plan in disaster response
  • Monitor operations to ensure that there are strategically implemented ESC services in disaster response
  • Ensure that ESC providers are embedded in a variety of service areas such as: canteen crews; disaster assistance centers; clean-up crews; assessment teams; family assistance centers; emergency operations centers; command center; morgue staff support; and stress reduction centers
  • Serve as liaison with other VOAD organizations that provide ESC services
  • Seek opportunities for ESC interaction and growth during blue sky times
  • Provide supervision and consultation for ESC team members embedded in community placements
  • Ensure that all deployed personnel are debriefed using the DROP-IT model
  • Help ESC personnel address identified growth issues and recommend additional training
  • Maintain client confidentiality - However, the Emotional Spiritual Care Officer must also respect the limits and capabilities of ESC staff and be prepared to make immediate referrals to professional mental health providers for victims or staff who require a more substantive level of care
  • Work closely within the local community to assist survivors in connecting with faith communities and indigenous support systems for emotional and Spiritual Care
  • Arrange and assist with public or private worship or memorial services as required or requested
  • When appropriate, provide support to coroner offices, morgues, and Disaster Mortuary Operational Response Teams (DMORT) - Be prepared to assist government officials and families with issues of victim identification or death notification

EDUCATION/EXPERIENCE
  • Two years of volunteer or volunteer management experience.
  • Valid Driver's License and MVR clearance, and an ability to travel to multiple sites.
  • Must secure a class C truck driver's license within 30 days of employment and meet all Department of Transportation driver requirement.

  • A "hands-on" knowledge of how to effectively work with diversity in the workplace
