BACKGROUND SCREENING REQUIREMENT

It is the policy of the Florida Department of Education that applicants for employment undergo level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment.

Minimum Qualifications

Establish and maintain education and experience requirements, to ensure that the personnel have a 21st century understanding of the evolving labor force and the needs of individuals with disabilities

Bachelor’s Degree

from an accredited college or university in a field of study reasonably related to VOCATIONAL REHABILITATION such as:

  • VOCATIONAL REHABILITATION counseling
  • social work
  • psychology
  • disability studies
  • business administration
  • human resources
  • special education
  • supported employment
  • customized employment
  • economics
  • another field that reasonable prepares individuals to work with consumers and employers

 

      Years of Experience

3 years of paid or unpaid experience consisting of:

  • direct work with individuals with disabilities in a setting such as an independent living center
  • direct service for advocacy activities that provide such individual with experience and skills in working with individuals with disabilities
  • direct experience as an employer
  • direct experience as a small business owner or operator
  • direct experience in self employment
  • experience in human resources
  • experience in recruitment
  • experience in supervising employees
  • experience in training
  • experience in other activities that provide experience in competitive integrated employment environments

 

Advanced Degree

Attainment of a Master’s or Doctoral degree from an accredited college or university in a field of study such as:

Job Description:

As a supervisor, the incumbent must communicate with, motivate, provide or coordinate training, and direct the work of his/her subordinates.  In addition, the employee must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly attendance and leave for each position under his/her direct report.  Timesheets will be completed in the People First system by the 5th business day of the following month.  The incumbent has the authority to make hiring recommendations as well as disciplinary recommendations.

This is a VOCATIONAL REHABILITATION professional position responsible for managing, evaluating, training, hiring, facilitating and providing technical assistance to a VOCATIONAL REHABILITATION unit (cost center) to ensure the provision of VOCATIONAL REHABILITATION services to individuals with disabilities in order that they may attain or maintain employment.  The incumbent of this position will access client information, maintain case records, produce correspondence and perform other automated functions within the position's responsibilities.

Evaluates the work and quality of casework to ensure that team members work in partnership with eligible individuals  to attain a quality employment outcome.  Communicates, plans and prioritizes strategies using community resources and comparable benefits to achieve employment outcomes.

Manages and coordinates financial resources to ensure effective and efficient provision of services according to state and federal regulations and policies. Ensures accuracy of data from the unit team.  Plans, devises, develops, and collaborates with community partners, including employers, to assure the appropriate use of financial resources and comparable benefits.

Evaluates staff performance by monitoring the quality of rehabilitation outcomes.  Provides technical assistance, identifying and analyzing internal and external problems; offers alternative solutions and strategies with individual and/or team involvement.  Facilitates team process improvement to achieve customer independence.

Develops and optimizes unit team and individual goals which are consistent with Vocational Rehabilitation's mission through individual and group teaching, coaching, counseling, evaluating, role modeling and participation in Area quality assurance activities.

Establishes evaluation criteria, following Departmental guidelines, for the hiring of the unit team members.  Develops resources to recruit qualified applicants. Designs and conducts interviews and hires the unit team members.

Provides technical assistance and specialized training to internal and external customers, including employers.  Participates and provides training experiences designed to enhance professional competency in achieving employment outcomes.

Attendance is an essential function of this position.

Employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions; the employee must interact courteously with others; employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.

 KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the theories and practices of VOCATIONAL REHABILITATION counseling.

Knowledge of the professional ethics relating to rehabilitation counseling.

Knowledge of the principles and techniques of effective communication.

Knowledge of the methods of compiling, organizing and analyzing data.

Knowledge of interviewing techniques.

Ability to supervise people.

Ability to determine work priorities, assign work, and ensure proper completion of work assignments.

Ability to train others.

Ability to utilize problem-solving techniques.

Ability to develop and monitor programs and program effectiveness and to recommend policy and procedural changes.

Ability to understand and apply applicable rules, regulations, policies and procedures.

Ability to communicate effectively.

Ability to establish and maintain effective working relationships with others.

LEAVE INFORMATION

  • Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are be credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of initial appointment.
  • Sick Leave - Employees in Senior Management Service and Selected Exempt Service positions shall be credited with 104 hours of sick leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of initial appointment.
