Job Responsibilities
The South Carolina Office of Regulatory Staff (ORS) represents the public interest of South Carolina in utility regulation for the major utility industries - electric, natural gas, telecommunications, water/wastewater, and transportation - before the Public Service Commission (PSC), the court system, and state and federal regulatory bodies. Additionally, the ORS houses the state's Energy Office, Broadband Office, Digital Opportunity Department, Equipment Distribution Program (EDP), and has responsibility for oversight of railroad safety and natural gas pipeline safety in South Carolina.
As a member of the Technology and Outreach team, the Visual/Digital Media Designer is responsible for collaborating with ORS departments and stakeholders to transform conceptual ideas into visually compelling designs that enhance the overall visual identity of the ORS. Job duties include:
  • Coordinate, plan, and produce visually appealing designs and formatting for agency websites, social media platforms, flyers, brochures, newsletters, reports, presentations, and visual aids. Coordinate with professional printers and vendors for ordering marketing items.
  • Assist in the development and maintenance of public-facing websites - ORS, EDP, Energy, Energy Saver, and Solar - through a content management system, ensuring ORS branding, an aesthetically pleasing appearance, a user-friendly experience, and accessibility compliance. Make routine updates and edits required content as needed.
  • Manage the ORS social media platforms, email marketing, and video/audio conference applications, including Constant Contact, Facebook, LinkedIn, Twitter, WebEx, and YouTube. Plan and schedule social media content using Hootsuite.
  • Create and design visually appealing and user-friendly forms with layouts and interactive form fields using Adobe Acrobat.
  • Capture employee photographs for individual and agency professional use and capture photos during employee events.

Minimum and Additional Requirements
Bachelor's degree in graphic design, visual arts, or a related field or an equivalent combination of education and practical experience. At least two years of relevant experience related to marketing, advertising, graphic design, and website creation. Demonstrated experience and competency in Adobe Acrobat and Adobe Creative Suite, including InDesign, Illustrator, and Photoshop.
Proficiency in graphic design and communication techniques. Capable of generating creative visual representations of ideas and concepts, with proficiency in project planning and time management.
Knowledge of user interface and web design, including experience with HTML, CSS, and content management systems (e.g., Drupal, WordPress, etc.). Experience with MS Windows and Microsoft Office products (Excel, Forms, Planner, PowerPoint, Outlook, SharePoint, TEAMS, and Word). Experience in photography and videography is a plus.
Additional Comments
Other requirements include:
  • Position requires limited travel to include evening and/or out-of-town meetings.
  • Must possess a valid driver's license.
  • All ORS employees are required to attend ethics training annually for continued employment.
  • All ORS employees are prohibited from owning equity in regulated utilities.
  • Work hours are Monday-Friday, 8:30 am - 5:00 pm.
  • Remote work is not available, and employees work in-office at 1401 Main Street, Suite 900, Columbia, SC 29201
