Purpose of Job
The purpose of this job is to coordinate the creation, development, and distribution of Video Productions across ACCGov departments for external and internal uses, as well as manage and maintain equipment and technology related to Video Production and streaming efforts. Duties and responsibilities include, but are not limited to: producing, operating, and broadcasting live Mayor and Commission meetings through a variety of outlets; operating and scheduling ACCGov's government access channel ACTV on Spectrum Channel 180 and online; maintaining and managing digital display units throughout ACCGov facilities for displaying content produced by the Public Information Office; producing long and short form videos for a variety of platforms and distribution outlets; coordinating with ACCGov departments on Video Production projects; and maintaining Video Production and streaming equipment and coordinating its use with departments.
Job Related Requirements
Work Schedule: Generally, 8:00 AM - 5:00 PM or similar hours Monday - Friday with regular Tuesday evening hours required for Mayor and Commission broadcast operations. Occasional other scheduled evening hours expected for meeting coverage. Week to week schedules may vary, but include some extended and flexible hours opportunities based on evening and weekend responsibilities or emergency situations.
Work location is primarily based in Public Information Office in City Hall with regular off-site visits to other facilities or locations around Athens-Clarke County based on video projects.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACCGov's safe driving policy.
Minimum Training & Experience Required to Perform Essential Job Functions
Bachelor's degree in Video Production, cinematography, entertainment and media studies, broadcasting, digital media, journalism, communications, graphic design, film and media studies, or related program required, with at least three years of experience required in Video Production work; experience in coordinating, training, and/or leading interdepartmental or intradepartmental teams; or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.
Experience with using video editing and video motion software, preferably Adobe Creative Cloud's Premiere Pro and After Effects.
Experience with graphic design, preferably Adobe Photoshop and/or Illustrator and Canva.
Experience with mobile and fixed video and audio production equipment use and maintenance required. (Video production equipment currently in use includes Macintosh computer systems, Canon photography and Video Production equipment, and a NewTek Tricaster video switcher.)
Certification in video editing software or ability to obtain certification within 18 months of hire preferred.
Must possess a valid driver's license.
Supervisory experience preferred.
Essential Duties, Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Operates, programs, and maintains ACTV, the Unified Government's government access television channel, as well as secondary channels for use on digital display units in public spaces.
Coordinates, operates, and produces live daytime and evening broadcasts of Mayor and Commission meetings with other staff members using remote camera system, video switcher, graphics insertion system, and audio mixer.
Writes, creates, and edits scripts or storyboards for Video Production projects.
Films and provides post-production services for video projects such as public service announcements (PSAs), department information videos, event promotions, or other long- and short-form videos as necessary for the Public Information Office or other departments.
Coordinates use of portable and installed video systems and video distribution with department liaisons for streaming of public meetings. Provides training to liaisons on streaming processes. Updates and maintains equipment inventory.
Coordinates timelapse video projects with departments. Installs, maintains, and retrieves content from timelapse equipment on sites.
Operates, monitors, and maintains digital display units in public spaces. Assists with developing new locations for public digital display units and coordinates new installations.
Maintains, updates, recommends, and procures equipment for Video Production use.
Develops best practices, guidelines, policies, and standards for video asset use. Coordinates implementation of a digital asset management (DAM) system with other Public Information Office staff for use across departments.
Updates and monitors online streaming and on-demand video sites.
Develops, maintains, and updates streaming and on-demand video distribution outlets for ACCGov content, including cable TV channels, box-top streaming services, and online streaming services. Coordinates with third-party providers to create, maintain, and expand services.
Coordinates Video Production for use on social media sites in conjunction with other office staff.
Develops training experiences for departmental liaisons involved in or interested in Video Production to further their skills and provide consistent guidance.
Assists production liaison with coordinating external production requests and film office-related projects.
Establishes effective working relationships with ACCGov departments and staff.
Coordinates and/or participates in ACCGov cross-department teams or employee groups.
Provides customer service to residents through in-person, phone, email, and/or social media contact. Addresses, solves, or forwards complaints to appropriate departments.
Provides input and guidance on PIO projects, as well as other departments' projects as appropriate.
Works with other PIO staff to coordinate assignments and oversight of interns.
Performs clerical duties related to position.
Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of the elements of Video Production, graphic design, audio production, and video distribution processes.
Knowledge of Video Production and audio production equipment and software.
Knowledge of and proficiency with the use of computers, current department software programs used for word processing, spreadsheets, graphics, and various employee engagement related activities.
Knowledge of the principles, practices, and procedures of the operations and functions of ACCGov and ACTV, as well as federal and state laws and local codes, as they pertain to the performance of duties related to the position of Video Production Coordinator.
Knowledge of modern office procedures as required in the performance of duties.
Skill and experience in gathering information and presenting written materials, reports, documents, and presentations in a concise, clear, and effective manner.
Ability to plan and organize events, programs, educational activities, and work projects.
Ability to plan, organize, and/or prioritize short-term, medium-term, and long-term assignments and work activities.
