Job Description



The Video Producer role is devoted to producing shows, recording events and airing programs on the City’s franchise cable television channels, as well as operating and maintaining the City’s television studio and related equipment and managing the city’s cable franchise agreements. This position provides production of audio and video events for the City’s cable channels. Work includes operating studio, field and editing equipment; setting up and controlling cameras, lights, microphones and recording equipment; participating in the broadcast transmission of live events; and performing preventative and minor equipment maintenance.

The Communications Department is a dynamic and creative team that serves as a full-service PR, marketing and communications agency within the government organization. We tell all the stories about what makes Raleigh a great place to live, work and play. We are changing the way our community engages with local government, making it easier to engage and find the information they need.
The team is made up of experts in social media, video, web services, print services, graphic design, email marketing, brand strategy, project management, crisis communications, public records, and PR / media outreach. Our team works in partnership with all departments and offices to tell the City’s stories and get the word out on initiatives, program and events.
The Communications department has been awarded several top honors over the past few years.

Duties and Responsibilities

Production (60%):
Leads video projects, producing compelling content and storytelling for City initiatives. Productions can range from full scale documentary style films to video series to quick content for social media.

  • Collaborates with engineers, Communication Administrators, Creative Director, Design team, and other City staff
  • Meets with staff to identify production needs
  • Develops creative ideas for video and provides recommendations
  • Operates professional cameras to create dynamic video content
  • Captures audio with wireless lavaliers, boom mics, handhelds, podium goosenecks
  • Sets up professional video lights in the field and studio
  • Edits using Adobe Creative Cloud applications
  • Applies brand elements using templates to follow established guidelines
  • Uploads and shares edits and final video via various platforms digitally
  • Captures compelling and action oriented photographs for future/promotional use
  • Obtains licenses to become a certified drone pilot records audio, for use in video and / or podcasts or other audio needs
Meetings (10%) / Events (15%):
Serves as a production crew member assisting with live / recorded productions:
  • Directs /technical directs live televised meetings
  • Controls PTZ mounted robotic cameras
  • Operates audio board
  • Creates and insert graphics
  • Monitors /starts / ends streaming feed
  • Manages and controls presentations and other presenting media
  • Often includes late night and weekend work; team works to offset this during the week to maintain 40-hour work week
Customer Service (15%):
  • Collaborates with coworkers and use effective communication to keep projects running efficiently and keep everyone involved on the same page
  • Uses project management software daily to check and update the status of tasks, receive new project assignments and requests
  • Collaborates with team members and City staff, vendors, and the community to create engaging, informative, and high-quality content for a variety of media, including social media, websites, videos, and more.
  • Participates as a key team member in the Communications department, to deliver on our vision and business plan

Typical Qualifications

Education and Experience:
Bachelor's Degree in broadcast journalism, media, communications or directly related field; and one year of television broadcast experience preferred
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

  • Video analytics: ability to read data and provide creative recommendations to optimize for things like views, engagement, completion rates
  • Coordinating deadlines and prioritizing competing demands.
  • Identifying client production needs and presenting creative ideas and recommendations.
  • Collaborating with team members to create engaging, informative, and high-quality content for a variety of media, including social media, websites, videos, and more.
  • Researching industry trends, solutions and best practices.
  • Compiling and sorting data and articulating issues and recommendations.
  • Organizing and maintaining records and files.
  • Interpreting and applying applicable laws, codes, regulations and standards (based on assignment).
  • Providing customer service.
  • Utilizing a computer and relevant software applications (Microsoft Office Suite, Adobe Creative Suite, social media platforms, YouTube, project management software, and more as needed)
  • Effective communication and collaboration to deliver a high quality product
ADA and Other Requirements:
Positions in this class typically require: reaching, standing, walking, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions.
Medium Work:
Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Working Conditions:
Work is performed in both the field and in an indoor office environment with moderate exposure to extreme temperatures.
