The Virginia Industries for the Blind (VIB) is an enterprise division within the Department for the Blind and Vision Impaired (DBVI) is seeking a VIB Procurement Buyer. The objective/mission of the Virginia Industries for the Blind (VIB) is to employ and develop Virginians who are blind, visually impaired or deaf/blind to achieve their desired level of employment through the manufacture and delivery of quality products and services. To accomplish this objective / mission requires VIB to operate similar to a traditional business; maintaining efficient production, service and retail operations with strict financial controls to assure adhering to VIB's self-funded obligation, i.e. to accomplish its mission without the use of General Funds.
VIB is seeking VIB Procurement Buyers. The employees are cross-trained to process all assigned purchases in accordance with Commonwealth Purchasing Regulations and VIB Procurement Procedures for State-side procurement; and process all assigned purchases in accordance with established federal procurement procedures for assigned federal requisitions.
Obtains all required approvals for procurements that exceed delegated spend authority of $15,000. Provides procurement guidance to end-users. Assists VIB staff in maintaining and troubleshooting Procurement systems to include: eVA, Counter Point and (after training) MACOLA (inventory system).
Minimum Qualifications:
The ideal candidate will have:
Knowledge/Experience:
Knowledge of automated procurement systems, e-commerce, and inventory management.
Skills/Abilities:
Computer skills, including automated purchasing software, MS Word, Excel, and database management.
Ability to process purchase requisitions into purchase orders in accordance with Federal Procurement in support of base stores, and to interpret specifications and complete purchase orders in accordance with Commonwealth of Virginia rules and regulations and Procurement Procedure(s).Ability to organize work tasks in high volume setting with a close attention to detail and to establish/maintain effective working relationships with vendors and internal customers. Strong oral and written skills demonstrated telephone and customer service skills.
Additional Considerations:
Training and/or experience in business, procurement or related field. Completion of VCA, VCO, CPPB, or other equivalent procurement certification. Working knowledge of State procurement laws including but not limited to the Virginia Public Procurement Act (VPPA). Experience in the development of specifications packages, the management of Commonwealth of VAcompetitive solicitations and contract awards, processing sole source and emergency determinations.
