Job Description:

The Department currently has an opening for one permanent full-time Trust Officerwithin the Aging Veterans Services section of ODVA in Salem, Oregon.
Remote Work:
This position will maintain a combination of onsite and remote work or hybrid work schedule. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time. Please visit the state's Work Reimagined website for more information.
As the Trust Officer, you will represent the Director in prudently managing the estates of protected persons.This position applies for benefits, collects income, establishes budgets, arranges payment for care, responds to monetary requests from and for clients, monitors and controls real and personal property, etc.This position works with guardians, family members, social workers, and other responsible individuals in the community to ensure that protected persons' financial needs are met within their ability to pay. This position fulfills certain legal obligations, such as filing inventories and annual accountings with the appointing court and filing income tax returns, if required. This position meets with clients, interested parties and other professionals as required for ongoing management of the case. This position reviews the client's eligibility for benefits programs such as veterans, social security, Medicaid and other, and personally represents the client before Administrative Law Judges as necessary.

MINIMUM QUALIFICATIONS:
Two years of experience in processing veterans' claims, or similar technical experience in social service work, fiscal management, banking, or accounts collection; AND
a Bachelor's degree in Social Work or another behavioral sciences, Business Administration, Accounting, Finance or a closely related field; or three more years of relevant experience.
Transcripts must be submitted for all required and/or related courses.

  • Ability to effectively analyze and investigate complex medical, social, and legal problems and implement solutions
  • Ability to make emotionally and technically difficult decisions for clients that are demonstrably in the best interest of the client

ADDITIONAL REQUIREMENTS:
As a condition of employment, the person in this position must:
  • Authorize and successfully pass a credit check revealing no history of bankruptcy filing
  • Not have been denied or had revoked a professional license that is directly related to responsibilities of a professional fiduciary.
  • Successfully pass a criminal history background check and fingerprint based criminal history background check through the Oregon (LEDS) and (NCIC) systems and driving record check through the DMV system.
  • Be able to pass certification exam and meet related criteria to become a National Certified Professional Guardian as required by ORS 125.240.
