GENERAL DESCRIPTION OF DUTIES

The purpose of this position to perform responsible interviewing and advisory work in providing services to veterans, their dependents and survivors. This position assists veterans, their dependents and survivors in applying for benefits for which they may be entitled. Employee is responsible for working with various veterans’ organizations and making presentations to keep the veteran population informed of events and changes in benefits and/or programs. Employee performs related work as required.

SPECIFIC DUTIES AND RESPONSIBILITIES

Exercises independent judgment and initiative, based upon federal, state, and county policies and regulations.

Counsels and advises clients about veteran’s benefits both in person, by telephone and email.

Determines eligibility for veteran’s benefits and assists veterans, widows of veterans, dependent parents of veterans, and children of veterans in preparing applications to the Department of Veterans Affairs and North Carolina Department of Military and Veteran Affairs for various benefits. Interviews veterans, their dependents and survivors in completing applications for pensions, disability compensation, hospital treatment, loans, educational assistance and other benefits.

Assists veterans in completing claim forms and clarifies various claim problems by contacting federal and state veteran agency representatives, discussing and resolving problems. Enters data into the local veteran’s data base and retrieves information from the Veteran’s Administration database. Makes presentation to various veterans’ organizational meetings and represents the Veterans Service Office while advising of citizens of the benefits available to veterans. Maintains a variety records, files and prepares a variety of reports, letters, documents, etc. Must possess basic knowledge of Microsoft Word and Excel in order to prepare reports and presentations. Assists applicant in obtaining evidence required to prove eligibility.

Assists in arranging admission of eligible veterans to veteran’s administration hospitals and in obtaining medication and equipment. Assists or acts on behalf of applicants in preparing appeals to the appropriate veteran’s organizations and military installations in the state. Stays abreast of changes in legislation that affects benefits. Performs related work as assigned.

MARGINAL FUNCTIONS

While the following tasks are necessary for the work of this position, they are not an essential part of the purpose of this position and may also be performed by other individuals.

Assists with preparation of departmental budget.

Attends conferences and training sessions to stay abreast of changes in legislation and benefit programs.

Assists other departments as time permits.

MINIMUM TRAINING AND EXPERIENCE

Bachelor’s Degree from an accredited college or university in Business Administration, Public Administration or a related area and two years of public contact and clerical/administrative experience related to Veteran Service programs; or an Associate’s Degree from an accredited college or university in a related field and four years of public contact and clerical/administrative experience pertaining to military or Veterans Service programs. Honorably discharged veteran.

SPECIAL REQUIREMENTS

The applicant, after training and completion of written exam, must meet all requirements to be recognized by the U.S. Department of Veteran Affairs as an Accredited Representative within 12 months of employment. Must possess a valid North Carolina driver’s license with a clean driving record. Must have access to a motor vehicle for travel. In accordance with the county’s drug free workplace policy, employees will be subject to pre-employment and random drug screening.

All employees should possess a valid North Carolina driver’s license. All employees may be requested to perform other duties as assigned. All employees may be required to assist county operations during a State of Emergency, disaster or other county event
