Job Title: Verifying Official (VO)

Status: Full Time

Position Summary

The main function of a Verifying Official (VO) is to ensure uniformed service members, their family members, and other eligible beneficiaries receive the DoD benefits to which they are entitled. With the added responsibility of issuing ID cards, the VO is on the front lines of defending national security interests and plays an important role in keeping our country safe. No matter what type of Uniformed Services ID or Privilege card the VO issues, the card recipient may gain access to government facilities, information systems, and privileges throughout the world. This position performs personnel actions, such as verifying the identity of subscribers; receive and verify correctness information and enter subscriber information. Responsibilities also include the generation of subscriber Common Access Card (CAC); and assist subscriber in resetting Personal Identification Number (PIM) of CAC. May be assigned duties as Site Security Manager.

Essential Functions of the Position

  • Perform Records Management by ensuring that electronic records are stored in the Army Records Information Management System (ARIMS), or an approved system of records with appropriate disposition instructions. This includes management of the life cycle of information itself, encompassing record creation, maintenance and use, and storage and disposition. As an integral part of information management, this includes files, correspondence, Official Mail, and distribution (to include receipt and shipment of Classified material, vital records, reports control; support and use of military general-purpose dictionaries and brevity codes; and compliance with the Privacy Act and Freedom of Information Act (FOIA)
  • Serve as a Verifying Official who verifies identity of subscribers; receive, verify correctness, and enter subscriber information; generate subscriber CAC; and assist subscriber in resetting Personal Identification Number (PIN) of CAC.
  • Review, research, and verify source documentation to ensure 100% eligibility of benefits prior to issuance of any government identification card. The contractor shall issue the CAC and Public Key Infrastructure certificates.
  • Generate and scan the DD Form1172-2, Application for Identification Card/DEERS Enrollment.
  • Protects the privacy and confidentiality of data on the RAPIDS terminal screen.
  • Verifies the identity of card recipients as required by the Joint Inter-Service Instruction AFI 36-3026 IP, Volume I (8/4/2017) before entering applicant data in RAPIDS.
  • Views and scans documents that establish benefit or ID card eligibility before entering data into DEERS or issuance of ID cards.
  • Enters DoD Sponsor and family member information.
  • Issues DoD ID cards to military members, their family members, and other entitled persons with a DoD association
  • Suspends an individual's commissary, exchange, or MWR privileges as necessary.
  • Uses the RAPIDS workstation to issue the CAC and PKI certificates.
  • Updates DEERS as necessary to reflect any change in the personnel category of the CAC recipient. This step automatically issues or revokes certificates as needed.
  • Updates DEERS and terminates a CAC, revoking PKI certificates as requested.
  • Generates and scans the DD Form 1172-2.

Must be physically capable of performing assigned tasks. Work Environment

  • Indoor/Outdoor; exposure to external environmental conditions possible.
  • Noise level can range from minimal to intense.

Required Qualifications/Certifications

  • Pass a National Agency background check with a positive result from Federal Bureau of Investigation fingerprint check.
  • Be a U.S. citizen.
  • Have never been relieved of Certification Authority, Registration Authority, Local Registration Authority, Defense Enrollment Eligibility Reporting System roles or Communication Security custodian duties for reasons of negligence or non- performance of duties.
  • Have never been denied a security clearance or had a security clearance revoked.
  • Have never been convicted of a felony offense.
  • Must be able to obtain a Common Access Card (CAC).
  • Must be able to utilize a Personal computer, Microsoft Office Applications, and web-based Data Systems.
  • High School Diploma.
  • Must have clear and compelling communication in a group setting.
  • Employee must be able to speak in front of large groups effectively and have strong customer service skills.
  • Able to speak, read, write, and understand English proficiently and can clearly and concisely communicate both orally and in writing.
  • Able to perform simple statistical mathematical problems for tracking purposes.
  • Ability to know when supervisor presence is required and the ability to use sound judgment until one is available.
  • Must have a State Driver's License, must be able to obtain a Govt. Driver's License.
