The Vermont Department of Labor's Workforce Development Division is seeking a highly skilled and dynamic leader to serve as Program Administrator of our Business Services program. The position is publicly referred to as Business Services Manager and is responsible for planing, developing and delivering Federal and State funded services that support businesses with the recruitment, training and retention of their workforce.
The Business Services Manager provides leadership and support to a decentralized team in our regional job centers, who collectively assist in business services such as: business expansion supports, layoff aversion, Rapid Response events, new business relocation, job fairs, hiring events, taking job orders, job description development and facilitating worker placements. They will assist businesses to navigate the resources provided by other divisions of the VT Department of Labor and other State agencies and community partners. This position serves as the subject matter expert for the Worker Adjustment and Retraining Notification (WARN) Act notices, Trade Program activities, Trade Adjustment Assistance (TAA) petitions and approval of TAA training plans.
Successful candidates will be comfortable with public speaking, delivering training and presentations, and must be skilled in reading and understanding Federal and State laws and regulations, writing, planning, budget management, program management, data analysis, problem solving, and continuous improvement.

Duties are performed primarily in a standard office setting. Attendance at a wide range of meetings requires that private means of transportation be available and may require work outside of normal office hours. Travel to regional offices, meetings held both in and out-of- state, may be required. Extensive interaction with employers and various organization representatives.
Bachelor's degree AND three (3) years or more of professional level experience in employment programs, human resources, community or economic development, marketing or business relations.

Associates degree AND five (5) years or more of professional level experience in employment programs, human resources, community or economic development, marketing or business relations.
