General Description
The Utility Specialized Equipment Operator is responsible for the preventative maintenance, inspection and service of wastewater and sewer lines for the City of Casselberry. The Utility Specialized Equipment Operator performs work independently within established policies and procedures.
Examples of Essential Functions
  1. Provides service and maintenance of water quality and sewer function. (95%)
    1. Performs preventative maintenance services of wastewater lines to ensure good flow.
    2. Performs preventative maintenance on lift station wet wells to ensure good flow.
    3. Performs visual inspection of sewer mains and wet wells utilizing specialized cameras to locate and document trapped objects, leaks and/or cracks in lines and wet wells for future repair.
    4. Operates Specialized Equipment, such as the Vac-Con to excavate holes for mains and line repairs, clean lines, and clean up spillage and the CCTV truck.
    5. Maintains and repairs manholes.
    6. Assists in the development and implementation of the City's internal/external sanitary sewer rehabilitation projects.
    7. Tracks gravity sewer locations in need of repair or replacement.
    8. Oversees or independently performs the installation, repairs and preventative maintenance services on sewer force mains, gravity lines and sewer laterals.
    9. Assists the Utility Line Locator in accurately locating and marking underground city owned assets.
    10. Performs all aspects of position in a manner consistent with departmental safety practices.
    11. Maintains accurate daily logs of hours worked and work performed.
    12. Responds timely to requests and work orders.
  • Additional Duties and Responsibilities (5%)
    1. Encourages and displays a daily teamwork driven mentality based on the unified divisional goals set forth by the Utilities Division Director or designee.
    2. Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies.
    3. Follows safe working practices and has a working knowledge of safety practices and procedures.
    4. Responds to after hours emergency repairs.
    5. Maintains facility and equipment for cleanliness and ongoing functionality.
    6. Adheres to laws, regulations and policies of the City and of the assigned department. Follows instructions provided by supervisor, Department Director or their designee.
    7. Completes the identified required or assigned training timely and applies acquired knowledge and/or skills.
    8. Participates in department meetings, staff meetings and other related activities.
    9. Provides cross divisional training opportunities to other City employees when requested by Distribution and Collection Superintendent.
  • Emergency Management Role
    1. Participates as a member of the City staff as required to take action in the event of an emergency.
    2. Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, assigned by supervisor or designee. As a member of the Public Works Department may be responsible for the coordination of the maintenance and/or clearing of roadways, the operability of City's fleet and prevention or drainage of local or area-wide flooding. In addition, as a member of the Public Works Department may be responsible for the maintaining and/or rapidly restoring the operability of the City's water and sewer systems.

    Typical Qualifications
    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
    1. Education and Training:A High School Diploma or G.E.D. is required.
    2. Experience:A minimum of three (3) years' experience in water industry, sewer industry or related field is required. A comparable combination of education and experience may be considered.
    3. Certificates, Licenses and/or Registrations Required:Must possess and maintain a valid Florida Class B (with tanker and air brakes endorsement) CDL Driver's license, and a Class B Certification in Wastewater System Operation from a DEP approved entity are required. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record.
    4. Security Clearance: Florida Department of Law Enforcement background clearance.
    5. Knowledge, Skills and Abilities:
    • Knowledge (intermediate to advanced) of local, state and federal regulations affecting work.
    • Knowledge (intermediate to advanced) of departmental rules, policies and procedures.
    • Knowledge(intermediate to advanced) of safety procedures for construction and repair of water and wastewater mains, reuse, and related construction projects.
    • Knowledge (intermediate to advanced) of the methods, materials, equipment, and techniques used in the installation, repair and maintenance of water, reuse and wastewater systems and related equipment.
    • Knowledge(intermediate to advanced) of the methods, practices, tools, materials and equipment of the pipe laying trades.
    • Knowledge of Central Square/NaviLine or similar utilities and work management software.
    • Knowledge of Supervisory Control and Data Acquisition (SCADA) or similar software.
    • Knowledge (intermediate to advanced) of ArcMap or similar geographic information system software.
    • Ability to establish and maintain effective working relationships with other employees and the public.
    • Ability to operate a motor vehicle and heavy equipment.
    • Ability to utilize Microsoft Office Suite, e.g. Outlook, Work, and Excel.

    A. Work Environment: This position performs the duties in a field setting. The noise level in the work environment is loud. This position is also frequently exposed to various weather conditions, working near moving mechanical parts, traffic hazards, fumes or airborne particles, noise extremes, slippery or uneven surfaces and confined spaces. Occasionally, this position may be exposed to risk of electrical shock/explosives.
    B. Physical Demands: The primary functions require frequent periods of standing, walking, bending, pulling, driving, time sitting, using hands to handle or feel, reaching with hands and arms, climbing or balancing, and stooping, kneeling, crouching or crawling. Occasionally this position will be required to sit and or push. In addition, this position may be required to frequently lift and carry up to one hundred (100) pounds with or without assistance of another person or utilization of lifting equipment. This position is regularly required to use vision, speech and hearing, with or without assistive devices.
    C. Equipment/Tools and Technology Used: This position utilizes the following tools and equipment while performing the duties of the job: Back hoe, track hoe, dump truck, city vehicle, Vac-Con, power tools (power broom, jack hammer, chain saw, etc.), cell phone, computer and printer.
    D. Employee Infection/Exposure Risk Classification: Category III: Employee performs tasks that do not involve exposure to blood, body fluids or other potentially infectious materials (OPIM). Persons who perform these duties are not called upon as part of their employment to perform or assist in emergency medical care or first aid, or to be potentially exposed in some other way. Tasks that involve handling of implements or utensils, use of public or shared bathroom facilities or telephones, and personal contact such as handshaking are Category III tasks.
